"Reported here are the results of analyses to describe the patterns of identification and academic and developmental ourcomes for children with disabilities, conducted as part of the 2004 National Assessment of the implementation of the Individuals with Disabilities Education Act (IDEA). This report provides background context for National Assessment studies on program implementation and effectiveness. It provides a national description of the outcomes of children identified for services under IDEA and, as appropriate, in compariosn with the outcomes of samples including their nondisabled peers. The results are presented by the age groups that correspond with a federal and local emphasis on children younger than school age and in elementary, middle and high schools, ages 0-3, 3-5, 6-9, 10-13, and 14-17. Further, the findings are reported across a 10-year time frame as well as for a single time point, describing a comprehensive picture of identification patterns and outcomes for each age group."--Executive Summary

What is taught, and how, to the children of poverty : interim report from a two-year investigation by Study of Academic Instruction for Disadvantaged Students (U.S.)( Book )

A major study of mathematics and literacy instruction in schools that serve children of poverty is currently being conducted to determine more effective educational practices. The following principal questions are addressed: (1) what new approaches are being attempted in schools serving children of poverty; (2) which of these approaches hold promise; and (3) what combination of factors supports the introduction of promising instructional approaches. This interim report provides preliminary answers by describing current practices in first-, third-, and fifth-grade classrooms in 15 elementary schools in 3 urban, 1 suburban, and 2 rural districts that serve large numbers of children from low-income families. Descriptive results are given for the first 2 years of data collection; final analysis of outcomes will be issued in fall 1991. The following major findings are presented: (1) many teachers are engaged in modest departures from conventional assumptions about instruction in reading, mathematics, and writing; (2) a small number of teachers has made, or is attempting, more fundamental shifts in practice; and (3) state and district requirements and support systems at the school and district levels appear to play critical roles in enabling or inhibiting teachers' adoption of instructional alternatives. The preliminary findings indicate goals that can be achieved by teachers in schools perceived to be doing an average to good job of educating low-income children. Chapter 2 support for Chapter 1 program improvement by Patrick M Shields( Book )

This study examines cases of overlap between federal Chapter 1 and Chapter 2 programs as reauthorized in the Hawkins-Stafford Elementary and Secondary School Improvements Amendments of 1988. Both chapters emphasize the creation of more effective schools through similar approaches. The study sample includes three states (Connecticut, Arkansas, and Pennsylvania) and 14 local school districts, most of which were using Chapter 2 funds to support Chapter 1 program improvement. The results show that Chapter 2 support for Chapter 1 program improvement in the sample states has positive short-term effects. The following benefits were observed: (1) local schools and districts receive support needed to reform services for low-achieving students; (2) state departments of education are able to support improvement efforts in their state's neediest schools; and (3) coordinated use of federal dollars targeted on improving the educational opportunities of children in poverty meet a central federal goal. However, these efforts are limited. No other states are known to be using funds in this way, and within these three states few districts are involved. Findings suggest that the Federal Government should not require Chapter 2 to support Chapter 1 and perhaps thereby cut off these creative, coordinated uses of federal funds.
