A general theory of bargaining that is applicable to all types of bargaining situations and that provides a framework for analyzing the stages of the bargaining process is presented. Bargaining theory is critiqued with special attention directed to theories of Zeuthen, Hicks, Pen, and Chamberlain. The proposed framework in bargaining power is based on the notion of dependence and emphasizes the tactical, subjective nature of bargaining power. It is suggested that bargaining is understood by knowing how bargainers perceive, use, and manipulate power. The framework in bargaining is applied to concessions, and social-psychological data are used to indicate how different images of bargaining power result in different levels of concession. Additionally, the following two viewpoints are contrasted: a theory of deterrence that suggests that building up punitive capabilities reduces the tendency of parties to use punitive tactics and facilitates concession making; and a theory of conflict spiral that indicates that building up of punitive capabilities increases the likelihood of parties using punitive tactics in a way that inhibits serious bargaining. Research data are cited to demonstrate how bargainers can maximize the positive consequences of punitive capabilities, specified by deterrence theory, while minimizing the negative consequences delineated by the conflict spiral theory. Attention is also directed to tactics of argumentation at the bargaining table, including three types of normative arguments; and the role of bargaining power in conflict resolution. This book brings together different analytical perspectives from organizational theory and applies them to examinations of schools. The editors maintain that the current debate over school restructuring is essentially a debate over which strategy of organizing will achieve the best results. Organizational theory suggests that there are two primary mechanisms that may be used in organizing behavior: the organization as a whole, and the specific roles within the organization. Following this logic, the book is divided into two parts. Part 1 presents images of school organizations as modes of organizing behavior. Each of the four chapters presents a different answer to the question of what must be organized in schools: (1) "The Organizational Design of Schools" (Brian Rowan); (2)"Institutionalism and Strategic Decisions in Education" (Charles Taylor Kerchner and Krista D. Caufman); (3) "Against the Current: Organizational Learning in Schools" (Eric Rait); and (4) "Symbols and Symbolic Activity" (Terrence E. Deal). Part 2 examines how roles in schools can function as modes of organizing behavior. This essay reviews quality of work life as a management technique and argues that quality-of-work-life programs, conceptualized multidimensionally, offer a unique mechanism for improving working conditions in schools and within districts. A brief analysis of major management ideologies concludes that some techniques advocated under the label of quality of work life share the limitations of earlier theories, such as failing to consider a positive image of the worker as active and knowledgeable. Three quality-of-work-life themes--control, participation, and cooptation--are significant in school districts. Involving a reconceptualization of the fundamental elements of an organization, major aspects of a holistic approach to quality of work life are the integration of levels of analysis, the reduction of structure to action, the linkage of perception to behavior, and the interdependence and integration of actors in the organization. Broadly conceived, quality-of-work-life programs involve a process of diagnosis based on empirical data, intervention tailored to the specific needs of the organization, and evaluation. For further development of quality-of-work-life programs, issues including communication, supervision, role conflict, intergroup relations, physical work environment, participation, compensation, and career development should be considered in relation to various consequences of work itself, such as stress or job satisfaction. The politics of school board turnover : an exploratory study by Stephen M Mitchell( Book )

Because research on job characteristics as predictors of turnover is of debatable relevance to the study of school board turnover, the research reported here examines the impact of variables capable of capturing the political context. In a survey including data from 263 board members from 83 school districts in New York State, the dependent variable was turnover, measured by expressed intent not to run for another term of office. In the first stage of analysis, a large number of variables were correlated with the dependent variable. The 32 variables emerging as significant were carried to the second stage and subjected to a principal factoring with varimax rotation. True factor scales were then created for each of 11 factors that became the independent variables for the third stage of analysis. In this stage, the factor scales were regressed onto the dependent variable to identify seven primary predictors of school board turnover. Of the seven significant patterns of activity, administrative deprivation of influence, length of time on board, and agreement with current board predicted board turnover. Factors predicting running for reelection were favoring more union involvement, feeling that teachers had usurped authority over control issues, a pro-administration attitude, and miscellaneous items expressing agreement or discontent with different groups in the district.
