This study looks at national security news by examining the small band of reporters who are considered the Pentagon press corps. It introduces those who regularly cover military stories. It presents reporters largely as they see themselves, in the context of their working environment. It tells us what they say about their work, their colleagues, their organizations, and their sources. As a result, the study tilts toward being an occasionally sympathetic examination of why reporters do what they do-especially why they do things that often irritate leaders in the Defense Establishment. After a brief overview of the historical roots of reporting about national defense, the following pages are organized by media categories: Wire services, daily newspaper; news services, weekly news magazines; technical and policy publications; television; and broadcasting. The final section focuses on Pentagon correspondents as a group, and includes some general observations for those who want to understand defense news coverage better, or to become better communicators themselves

When, in 1960, France granted independence to its colonies in West and Central Africa-an empire covering an area the size of the contiguous United States-the French still intended to retain influence in Africa. Through a system of accords with these newly independent African nations, based upon ties naturally formed over the colonial years, France has succeeded for three decades in preserving its position in African affairs. The course of Franco-African relations in the near future, though, is less than certain. In this book, Ambassador Francis Terry McNamara outlines France's acquisition and administration of its Black African empire and traces the former colonies' paths to independence. Drawing upon that background, the ambassador examines the structure of post-independence Franco-African relations and recent strains on those relations, especially African economic crises and the French tendency to focus on Europe. Because of those strains, he suggests, France alone may be unable to support its former dependencies much longer. He believes that long-term solutions to African problems will have to involve international organizations like the World Bank and International Monetary Fund as well as other nations such as the United States and France's European partners. -- From Foreword

In 1835 Alexis de Tocqueville predicted that America and Russia were 'marked out by the will of heaven to sway the destinies of half the globe, ' with the Russians using 'the authority of society in a single arm' and the Americans relying 'upon personal interest (and) freedom.' De Tocqueville was amazingly prescient. A century and a half later the two nations are the most powerful militarily and the most opposed ideologically; each having a different view of an ideal world order and each perceiving the other as a national security threat. As the authors in this volume suggest, the perceptions one nation has of another must be studied. Soviet perceptions of their political and military imperatives and of US intentions and military force posture directly affect Soviet force developments and deployments. Should the Soviet Union misperceive the intentions of the United States, war could occur through miscalculation or error. Therefore, to the extent that Soviet perceptions of war and peace are understood in the United States, the better able we will be to manage the US-Soviet relationship and forestall the possibility of conflict through misunderstanding
