In order to determine whether methods of job analysis and classification currently used are biased by traditional sex stereotypes or other factors, a committee assessed formal systems of job evaluation and other methods currently employed in the private and public sectors for establishing the comparability of jobs and their levels of compensation. A review of sociological and economic literature shows that some differences in the characteristics of workers and in jobs do form a legitimate basis for wage differentials. Nevertheless, there exists a pervasiveness of occupational and job segregation by sex. Given the current operation of the labor market and the existence of a variety of factors that permit the persistence of earning differentials between men and women (e.g., labor market segmentation, job segregation, and employment practices), it would seem that intentional and unintentional discriminatory elements enter into the determination of wages and are not likely to disappear. Use of a job evaluation system is one possible remedy to this situation. While the subjectivity of job evaluation makes job evaluations less than perfect vehicles for resolving pay disputes, they can serve to identify potential wage discrimination. (MN)

The value, significance, and social utility of basic research in the behavioral and social sciences are examined. Following an introduction in chapter 1, there are 4 major chapters. Chapter 2 discusses how the research terrain has been divided among the disciplines of psychology, sociology, anthropology, economics, political science, geography, history, and statistics. Also examined are specialization within disciplines, the improvement of data, shifts in conceptual and theoretical foci, and interdisciplinary ferment. Chapter 3 illustrates the progress of the behavioral and social sciences as sciences. One striking feature of advances made is that frequently they have been borrowed from or have contributed to other disciplines. For example, the study of human perception has involved a long-term interaction between psychophysicists describing behavior and sensory physiologists describing the physiological substrate of that behavior. Chapter 4 examines the applications of research findings to public policy formation, social problem solving, and other areas. The concluding chapter sets forth in more general terms the relationship between basic research and its influence and practical application. (RM)

This book presents the methods and findings of a critical review of the "Dictionary of Occupational Titles" (DOT) published by the United States Department of Labor. Following an introduction to the scope of the study in the first chapter, the book describes the study and its results in eight following chapters. Chapter 2 contains a detailed description of the current edition of the DOT to suggest to readers the nature of the document. Chapters 3 and 4 describe the ways that the DOT and associated materials are used inside and outside the Department of Labor Employment Service. Chapters 5 and 6 describe how the DOT is produced: Chapter 5 focuses on the organization of the occupational analysis program of the Employment Service, the unit charged with producing the DOT, and Chapter 6 describes the process by which the current edition was created. Chapters 7 and 8 evaluate the DOT: Chapter 7 focuses on the adequacy of the data it contains, and Chapter 8 discusses the DOT and other classification systems as tools for assessing the similarity of occupations. Chapter 9 presents the committee's conclusions and recommendations. In addition to the nine chapters of the report, eight appendixes provide data or detailed analysis of specific topics. (KC)

One of the issues in bilingual education is whether programs designed to provide immigrant children with special aid in learning English are adequate. To provide factual data this study reports on a survey conducted on all classroom and home teachers in the public schools of New York City. Each teacher is asked to list all pupils in the class who have moderate or severe difficulty speaking English and then to indicate the extent of each pupil's participation in specialized programs designed either to improve English language skills or to provide instruction in the pupil's native language. Although the survey inquires about all pupils in the schools who have difficulty with English, the present report is restricted to those of Spanish heritage. Three issues are considered: (1) How many Hispanic pupils have difficulty with English? (2) How many of these are receiving specialized remedial services or instruction in Spanish? (3) How many of these are in contact with school personnel fluent in Spanish? The data presented in this report shows both a substantial need for special services for Hispanic pupils with English language difficulty and a substantial effort on the part of the schools to meet that need. Whether these efforts are sufficient remains a central pending issues. (Author/AM)
