This book provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the World Bank-defined region of Latin America and the Caribbean. Following the introduction and summary, it includes commissioned country studies of one Caribbean, one Central American, and six South American economies. The chapters are followed by two appendixes. The first describes the methodology used to measure the nominal and relative rates of assistance to farmers and the taxes and subsidies involved in food consumption; the second provides country and regional summaries, in tables, of annual estimates of these rates of assistance. This study on Latin America is based on a sample of eight countries, comprising the big four economies of Argentina, Brazil, Chile, and Mexico; Colombia and Ecuador, two of the poorest South American tropical countries; the Dominican Republic, the largest Caribbean economy; and Nicaragua, the poorest country in Central America. Together, in 2000-04, these countries accounted for 78 percent of the region's population, 80 percent of the region's agricultural value added, and 84 percent of the total gross domestic product (GDP) of Latin America

This new series of comparative studies from the World Bank examines how policies have affected agriculture in eighteen developing countries. It considers the impact of both direct policies toward agriculture and of general development policies on incentives confronting agricultural producers and on agriculture's contribution to development. It is shown that general policies can have effects even more powerful than direct policies on incentives. Price discrimination is estimated against agriculture in individual countries, how it has changed over time, and the political-economic factors that guided the evolution. The authors evaluate the effects of this price discrimination on such key macroeconomic variables as foreign exchange earnings, agricultural output, and income distribution. A full range of country experience is drawn upon to give insight into the motivations of policymakers, the economic and political factors determining agricultural interventions, and the attempts to reform unsuccessful policies

The importance of agricultural growth to poverty reduction is well known, but the specific channels through which the poor can take advantage of growth require further research. This publication takes on this challenge, investigating four important channels: rural labor markets, farm incomes, food prices, and linkages to other economic sectors. Using six developing country cases (Chile, Mexico, India, Indonesia, Ghana, South Africa), this study elucidates the mechanisms linking agriculture growth to economic development and the wellbeing of the poor. The evidence shows that governments should view the sector's contribution in wider terms, recognizing both its interaction with other economic sectors, and that labor markets and trade policies can play a critical role in mediating agriculture's impact on poor households' incomes. To achieve effective rural poverty strategies the book calls for a broad economy-wide perspective on the role of agriculture in the overall growth process.--Publisher's description

The objectives of this study were twofold. The first objective was to measure for the 1960 -84 period the level of price intervention on agricultural products and the effects it had on output, consumption, foreign exchange, the government budget, income transfers between agriculture and the rest of the economy, and income distribution. The second and ultimate objective was to analyze the political economy of price intervention (to understand the interaction between political and economic forces). Central to the objectives was the knowledge of what political constraints influenced decisions on agricultural pricing policy, as well as to what extent economic constraints on the government and market forces led to pressures on policymakers to alter farm price policies. An underlying thesis of this study is that agricultural incentives are strongly affected by developments in other sectors of the economy, especially by trade and macroeconomic policies. The report is divided into 3 parts : Part I presents an overview of the economy and the agricultural sector, then gives a descriptive history of agricultural price policies; Part II presents the effects of these policies; and Part III presents the political economy interpretation of these policies. The appendices detail the estimation procedures as well as the basic data used
