The planning and evaluation process at Central Florida Community College (CFCC) is based on the identification of demonstrable outcomes measures, referred to as indicators of excellence (IE's). The indicators were developed during a 4-year long, institution-wide effort in which every employee had the opportunity to comment on proposed indicators. This report provides 1991-92 data on IE's related to transfer programs; career preparation programs; basic skills and developmental education programs; community education and community service programs; college access; educational outcomes related to instructional missions; student satisfaction; and progress in faculty improvement and the provision of financial and physical support to the instructional programs. Reported outcomes include the following: (1) university grade point averages (GPA's) of CFCC graduates appear to be rising, with a "B" average the norm; (2) 88% of vocational-technical programs, just under the IE goal of 90%, had at least a 70% job placement rate; (3) average grades for college preparatory students in their first college-level courses decreased for English but increased for mathematics; (4) community service programs reached a total of 2.1% of the service population; (5) compared to proportions in the service area, Black students were underrepresented at CFCC while Hispanic students were overrepresented; (6) 100% of the full-time faculty held teaching credentials, while 97% of the part-time faculty held credentials; and (7) during the fiscal year 1992, CFCC budgeted $577,000, or 3.9% of the total budget, for learning resources activities and programs. Designed as a resource guide for establishing an international education program at a community college, this handbook provides descriptions of procedures and sample forms utilized in the establishment of an Office of International Education (OIE) at Central Florida Community College (CFCC). The first section, describes the role of the OIE in achieving the college's strategic goals in terms of student recruitment, faculty recruitment and exchange, and curriculum development. This section also includes a sample student and faculty exchange agreement, a class syllabus, and materials from an exchange in Sao Paulo, Brazil. The next sections provide correspondence illustrating institutional commitment, an outline of steps to establish an OIE, and sample application and admissions materials for the CFCC program. Next, information is provided on English as a Second Language (ESL) courses, including descriptions, grading policies, and sample brochures used to publicize the courses and other exchange programs at CFCC. The following sections describe campus and community links supporting the program; review sources of funding, including state scholarship programs, trust funds for students from specific countries, and tuition waivers; and provide a mailing list of Agency for International Development (AID) contractors, including suggestions on effective grantsmanship. The final sections provide a sample bid from an AID sub-contractor and describe the grant application process. A bibliography of ERIC documents on international education and other ERIC materials are appended. (MAB)

The Development and Evaluation of Multi-Media Materials to Present Information About Vocational and Technical Education to Specific Target Groups by William H Jackson( Book )

Vocational and technical education can provide economic mobility for individuals as well as economic development for communities. However, the literature and the results of this study indicate that the persons who could profit most from vocational education programs, those in lower status groups, know very little about such programs. A five percent sample of persons in the service area of Central Florida Community College was drawn from the telephone directory; 120 listings were chosen from each of five residential areas: high-income white, middle-income white, low-income white, middle-income black, and low-income black. A telephone survey was then conducted to determine two factors: (1) the number of persons in income/racial groups at each information level, in regard to vocational education programs; (2) patterns of media use within the income/racial groups. These media use patterns were used to design and implement an information dissemination campaign. A follow-up telephone survey showed a significant positive change in numbers of persons at the various information levels for low-income white and black groups. The sum of the percentage of increase for each information level was 23.6. Thus, 12,500 low-income whites and blacks had increased levels of information. Survey questionnaires are appended, along with sample media materials and comparative costs of media time or space. (Nhm)
