Taxation is an important issue within the Community. However, as Member States continue their efforts to reduce their budget deficits, it is likely that they will resist any significant interference from the part of the Community. In the author's view, there is evidence that the principle of subsidiarity is being used to resist progress on existing proposals. He argues that progress will be slow except when there is overwhelming evidence from the business community that changes are necessary. The experience of the implementation of the 1990 directives show that even when common rules are adopted, important differences remain, particularly on points of detail. As a result, the danger of double taxation remains. However, the author shows that this problem can be alleviated through appropriate tax planning.--SCAD summary
