Increasing use of the Internet and other information and communications technologies (ICTs) marks a U.S. transition toward a "digital society" that may profoundly affect electricity supply, demand and delivery. RAND developed four 20-year scenarios of ICT evolution (2001-2021) for the U.S. Department of Energy and assessed their implications for future U.S. electricity requirements. Increased power consumption by ICT equipment is the most direct and visible effect, but not necessarily the most important. Over time, the effects that ICTs have on energy management, e-commerce, telework, and related trends will likely be much more consequential. Even large growth in the deployment and use of digital technologies will only modestly increase U.S. electricity use over the next two decades. The more pressing concern for an emerging digital society will be how to provide the higher-quality and more-reliable power that ICTs demand

The National Energy Policy released by the Bush Administration in 2001 calls for continued reductions in U.S. energy intensity, typically defined as energy consumption per dollar of gross economic output. The Department of Energy's Office of Energy Efficiency and Renewable Energy asked RAND to examine changes in energy intensity as part of a larger effort to identify state-level factors that may contribute to efficient energy use nationwide. The authors examined changes in energy intensity from 1977 through 1999 across the 48 contiguous states and in each of the states' residential, commercial, industrial, and transportation energy-consuming sectors. They identified a number of factors that may explain why some states had different patterns of energy intensity than others: energy prices; the mix of industrial and commercial activities; production capacity utilization; capital investment and new construction; population and demographics; climate; technological innovation; and the energy policies of national, state, and local governments. The results from this study suggests that opportunities may exist for the Department of Energy to increase its involvement in helping states to share information and to provide guidance on state-level actions that are effective in reducing energy intensity

"When 'The Effects of Atomic Weapons' was published in 1950, the explosive energy yields of the fission bombs available at that time were equivalent to some thousands of tons (i.e., kilotons) of TNT. With the development of thermonuclear (fusion) weapons, having energy yields in the range of millions of tons (i.e., megatons) of TNT, a new presentation, entitled 'The Effects of Nuclear Weapons, ' was issued in 1957. A completely revised edition was published in 1962 and this was reprinted with a few changes early in 1964. Since the last version of 'The Effects of Nuclear Weapons' was prepared, much new information has become available concerning nuclear weapons effects. This has come in part from the series of atmospheric tests, including several at very high altitudes, conducted in the Pacific Ocean area in 1962. In addition, laboratory studies, theoretical calculations, and computer simulations have provided a better understanding of the various effects. Within the limits imposed by security requirements, the new information has been incorporated in the present edition. In particular, attention may be called to a new chapter on the electromagnetic pulse. The material is arranged in a manner that should permit the general reader to obtain a good understanding of the various topics without having to cope with the more technical details. Most chapters are thus in two parts: the first part is written at a fairly low technical level whereas the second treats some of the more technical and mathematical aspects. The presentation allows the reader to omit any or all of the latter sections without loss of continuity."--Preface

Further, it represents an expansion of the inventory to include previously unstudied areas in the Interior West, Northern Alaska and several Eastern basins. The EPCA requires that all onshore Federal lands be inventoried. Areas addressed in the Phase II inventory contain approximately 76 percent of the onshore natural gas and oil under Federal ownership.
