This book explores the issues raised by the changing climate within which educational planning will take place in the final years of the 20th century. The volume focuses on the problems faced by countries hardest hit by economic recession and the need for adjustment to a changing economic environment. Organized into six chapters, the book addresses specific concerns following an introduction. The first concern, explored in chapters 2 and 3, charts recent trends in educational financing in developing countries, emphasizing the important differences that have emerged in the ability and willingness to allocate resources to education in different countries. Chapter 4 discusses the consequences that are likely to follow from level funding and diminished resources for education and develops eight propositions that illustrate the consequences. Austerity may bring with it unexpected changes. The changes are not simply those that might be anticipated from a reversal of growth patterns, and they have qualitatively different characteristics. Chapter 5 looks at themes that provide the basis for planning educational provision in austerity. It includes a discussion of changes in organizational climate in conditions of meagerness and contraction; proposals for assessment of the room to maneuver that exists in educational policy; suggestions for the development of monitoring systems that can indicate the sensitivity of educational quality to changes in inputs; and a review of the options open to resist contraction in resources, increase the efficiency of delivery, and refinance provision from sources other than public expenditure. Chapter 6 presents concluding remarks that synthesize the main findings and emphasize the central theme of protecting educational provision for the most vulnerable groups in developing countries that are most at risk for reductions in expenditures. Investment in secondary schooling in Sub-Saharan Africa has been neglected since the World Conference on Education for All at Jomtien. The World Education Forum in Dakar began to recognize the growing importance of post-primary schooling for development. Only 25 percent of school-age children attend secondary school in the region-and fewer complete successfully, having consequences for gender equity, poverty reduction, and economic growth. As universal primary schooling becomes a reality, demand for secondary schools is increasing rapidly. Gaps between the educational levels of the labor force in Sub-Saharan Africa and other regions remain large. Girls are more often excluded from secondary schools than boys. Secondary schooling costs are high to both governments and households. This book explores how access to secondary education can be increased. Radical reforms are needed in low-enrollment countries to make secondary schooling more affordable and to provide more access to the majority currently excluded. The report identifies the rationale for increasing access, reviews the status of secondary education in Sub-Saharan Africa, charts the growth needed in different countries to reach different levels of participation, identifies the financial constraints on growth, and discusses the reforms needed to make improved access affordable. The book concludes with a road map of ways forward that increase the probability that more of Africa's children will experience secondary schooling

It outlines the rationale for expanding secondary education, investigates under what conditions it might be possible to do so at sustainable cost levels, presents case studies of secondary-school financing, and offers policy recommendations. The first chapter outlines the rationale for a new analysis of secondary-school financing in the context of the role that secondary schools play in the development process. The next chapter explores the characteristics of secondary schooling in developing countries using analyses based on the unesco database. The following chapter investigates under what conditions it might be possible to increase secondary participation rates at sustainable levels of costs. The next five chapters provide case-study analyses of secondary-school financing issues in Zimbabwe, Malwai, Sri Lanka, China, Costa Rica, Burkina Faso, Mali, Senegal, Cote d'Ivoire, and Madagascar. The next chapter looks across the case-study data and beyond to collate the issues that arise and identify policy options that offer prospects of improved access at sustainable levels of cost without a decrease in quality. The report provides insight into options for financing the expansion of secondary education and training in Africa. This comes with a hefty price tag and points to the need to undertake fundamental reforms swiftly. This publication messages are clear: secondary education and training in Sub-Saharan Africa faces the challenge of improved efficiency and improved quality simultaneously with a fast growing demand. Sustainable financing will also require more effective public-private partnerships, because governments have many priorities and do not have a lot of room for significant additional public funding of post-primary systems. Educational reforms are needed to expand enrollment in secondary schooling in affordable ways. These reforms will contribute to poverty reduction by increasing the levels of knowledge, skills, and capability; diminishing inequalities in access that limit social mobility and skew income distribution; and contributing to the achievement of the Millennium Development Goals (MDGs) that relate to education
