This thesis concerns the stability and the instability of the price level under the monetary circular-flow model of Wicksell. A logic-based analysis of the internal consistency of this model allows to understand the reasoning the following thesis of Wicksell is based on: (i) the instability of the price level is caused by the gap between the natural rate of interest and the bank rate of interest; (ii) the stability of monetary prices can be restored by the removal of this gap. The study of the main monetary works of Wicksell shows that the author develops a complex analysis in terms of closed monetary circular-flow and builds a set of closed monetary circular-flow models, beginning from rudimentary schemes and ending with the sophisticated model described in Chapter 9 of Geldzins und Güterpreise. The analysis of the latter model shows that it cannot be used as a basis of the thesis of Wicksell without resorting to ad hoc assumptions. Nevertheless, this model, as well as other circular-flow models of Wicksell, could be considered as highly fruitful research program: analysis and expansion of the intuitions and the models of Wicksell allow to formulate important issues about monetary stability and relationship between monetary and financial stabilities. Despite the fact that the two last decades were guided by wicksellian monetary policy and are often seen as successful in terms of inflation control, this study demonstrates that the relationship between the monetary rate of interest and the variation of the price level are too complicated to allow reducing the monetary policy to the simple rule based on the comparison between the natural and the monetary rates of interest. The analysis of the Wicksell's cumulative process shows that modification of the monetary rate of interest by authorities could trigger real and monetary effects that could prevent achieving of monetary policy goals

Le recours accentué aux Technologies de l'Information et de la Communication (TIC) coïncide avec le mouvement de réorganisation des entreprises et au changement du mode de consommation initiés à partir des années 1970. Ces évolutions n'ont, jusqu'à présent, pas semblé converger vers la constitution d'un modèle d'entreprise de référence. En effet, si la prise en considération de la demande se généralise, le contexte évolutif dans lequel s'intègrent les TIC ainsi que l'importance de l'histoire des firmes expliquent la coexistence de configurations organisationnelles variées. Les techniques en question sont largement diffusées dans les entreprises et favorisent l'innovation, qu'elle soit de produit ou organisationnelle, à condition qu'elles soient associées à d'autres facteurs tels l'organisation de l'entreprise, la compétence des salariés, etc. La réorganisation des firmes permet de mieux exploiter les potentialités (en termes de stockage et de transfert de l'information) de ces outils et d'améliorer la qualité du produit ou du service proposé (diversification de l'offre, suivi de commande, etc.). Si la plupart des auteurs sont convaincus de l'importance des TIC, les effets bénéfiques se manifestent là où ils étaient le moins attendus, dans un approfondissement de l'organisation taylorienne du travail et ce malgré les évolutions contemporaines. Le taylorisme s'impose par son caractère plus général (la standardisation des produits permettant d'accroître les économies d'échelle), sans pour autant négliger l'apport de certains concepts toyotistes (notamment la différenciation des produits et la réduction des délais). L'utilisation des TIC, bien qu'elle s'accompagne de modifications organisationnelles, ne débouche pas, d'un point de vue théorique, sur la constitution d'un nouveau modèle d'entreprise, car ce sont majoritairement des principes de gestion plus anciens (notamment tayloriens) qui ont été repris et adaptés

The CFA franc devaluation in 1994 was considered as a shock therapy in order to solve short term and structural economic problems. Literature about devaluation is immense but it is more focused on its effects, and have neglected the changes in economic structures resulting from devaluation. This thesis questions the extent of the devaluation and especially the consequences of new orientations of economic policy. It leads to a number of results. It shows that Africa, through its pre-colonial monetary practices, the number and longevity of its monetary unions and the multiplicity of its monetary integration projects, is a laboratory of monetary issues. The devaluation policy was an opportunity to reverse the economic paradigms of the 60's. In other words, the CFA Zone countries have shifted from a proactive development strategy, based on the "regime of monetary arrangements", to a strategy of foreign reserves targeting and keeping inflation at a low level. Central Banks have implemented this strategy so that their structures have become identical to those of currency boards, especially the currency boards of second generation. The introduction of a currency board in an economy has two important implications. The first is about the excess liquidity of the banking system. Foreign reserves targeting leads to a significant increase in the share of foreign assets. Their preference for these assets led commercial banks to facilitate the financing of outside activities. The result is excess liquidity due to limited funding of productive activities turned inwards. The analysis of the banking system overliquidity, taking into account the issue of financing the economy and efficiency of monetary policy, is another important upshot of this thesis. The second effect of introducing a currency regime similar to a currency board is pro-cyclicality of the business cycle. In this regard, the changing of international environment has an important influence on the local economy through the balance of payments. The cyclicality of the business cycle is not a problem when the changing of international environment is favorable to the domestic economy. But it results in a big problem in the context of unfavorable international environment or differentiated evolution across countries. The CFA Zone, due to the structural heterogeneity of its member countries, is affected by this phenomenon. This raises the question as whether or not these countries should be in the same currency union. Finally, it should be noted that the devaluation as a measure to boost the competitiveness of countries of CFA Zone has not been successful up to the expectations. The complexity of the economic or political situation, the heterogeneity of member countries and the extent of underdevelopment ask for more appropriate economic policies. Although the new economic policies implemented after the devaluation have generated monetary stability yet the main problem remains the growth rate, particularly in the WAEMU

This thesis examines the monetary dimension in the development process in Africa. Considering the case of two countries belonging to the Western African Economic and Monetary Union (known as UEMOA in French), Ivory Coast and Senegal, it shows that African countries have based their development strategies on policies that did not take into account the real importance of money and therefore of the banks in the development process. Taking as starting point of the study the theory of financial liberalization was essential for us to situate the context of the monetary policies of African countries. The first part of our research will focus on understanding the theory of McKinnon (1973). Once the internal coherence of his theory is studied, it appears that at the theoretical level, the monetary aspect is not valued because McKinnon's implicit monetary theory is the quantitative theory that considers money as a simple veil in transactions. The second part of our thesis will put an emphasis on the study of monetary financing of investment in a Keynesian and post-keynesian way of thinking. In defining monetary dimension as the ability of banks to create money while relying on a repayment promise, to finance an economic activity or just a project, our research shows that this aspect has been neglected in Africa. An inspired post-keynesian model is proposed to reflect the money aspect in financing development in Africa. We do hope that this thesis will contribute to an open debate on the role of money in the development process in Africa

La monnaie est un instrument du développement économique. Elle joue un rôle essentiel sur l'équilibre macroéconomique (prix, niveaux d'activité, équilibre externe). Le volume et la valeur de la production dépendent de la monnaie. La production est fonction de la demande exprimée en monnaie. Or les approches orthodoxes relatives au financement du développement sont centrées sur le postulat de l'épargne préalable. Ce postulat ne semble plus cadrer aujourd'hui avec la situation monétaire et financière de la plupart des économies en développement. Notre thèse propose une analyse alternative (hétérodoxe) du financement du développement articulée autour d'une approche fondée sur le postulat de la monnaie. Notre thèse s'efforce d'apporterdes éléments de réponse à l'interrogation suivante : sous quelles conditions une stratégie du développement axée sur le financement par création monétaire pourrait s'avérer possible dans le cas des pays africains de la zone CFA ?
