The original mission of the CGIAR was a strategic, science-based focus on increasing "the pile of rice on the plates of food-short consumers, " as characterized by a former chairman. It was to use the best science in advanced countries to develop technologies for the benefit of food deficit countries and populations. But a rapidly changing external environment has led to an expanded mission and mandate. The mission statement adopted in 1998 is "food security and poverty eradication in developing countries through research, partnerships, capacity building, and policy support, promoting sustainable agricultural development based on the environmentally sound management of natural resources." Several forces continue to influence the CGIAR's mandate. First, the rise of civil society organizations and the empowerment of marginal groups and women have increased donors' attention to social concerns. By restricting their funding to preferred programs and areas, donors are altering the composition of CGIAR activities. Second, water shortages, soil degradation, climate change, and loss of biodiversity have increased the prominence of natural resource management (NRM), policy, and social science research. The new research topics (in which proponents argue the CGIAR has developed a "dynamic comparative advantage") are downstream activities, closer to the farmer, which entail local expertise and solutions, while traditional germplasm improvement research builds on the CGIAR's historical comparative advantage. Third, the growing importance of genetic resource management, the biotechnology revolution, intellectual property rights (IPR), and private sector research call for System-level responses, strategies, and policies

The Consultative Group on International Agricultural Research (CGIAR) is an association of agricultural research centres which together represent an important force in genetic conservation of crops and their wild relatives. Since collaborative research between Thailand and the CGIAR system was initiated in the early 1960s, many benefits have been derived at both the national and the farm level. Benefits to the National Agricultural Research System have been brought about by organizational changes, enhancement of researchers' capability, provision of genetic materials, and improvements in the methodology of research. All these have resulted in the speedier transfer of benefits to the farm level. It is estimated that the development of rice and corn varieties has benefitted at least 30 percent of all farm families. Research administrators and principal scientists have indicated high regard for this collaborative effort

This report describes a study of the collaboration between international agricultural research centers and the national agricultural research system of Cuba, a project that was conducted by the authors as part of the worldwide Consultative Group on International Agricultural Research (CGIAR) impact study. Collaboration between the Ministry of Agriculture (MINAG) and the CGIAR system started with the International Agricultural Research Center for Rice (IRRI) in 1967, with the International Center of Tropical Agriculture (CIAT) in 1977, with the International Potato Center (CIP) in 1981 and with the International Center for the Improvement of Maize and Wheat (CIMMYT) in 1982. Germplasm exchange, training and visits are the main activities. Collaboration is considered mature with IRRI and CIAT on rice, and with CIAT on beans, cassava and pastures. Collaboration is considered developing with CIP on potatoes and CIMMYT on maize, and incipient with the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) on sorghum, International Institute of Tropical Agriculture (IITA) on malanga and CIP on sweet potatoes. CIAT has built up an extensive system of contacts in Cuba in all four of its programs. It also facilitates the operations of other CGIAR institutes

The collaboration between the international agricultural research centers and the national agricultural research system of Bangladesh has been very important to the growth of agricultural research and agricultural productivity in Bangladesh. The collaboration started in 1966 with the beginning of the International Rice Research Institute's (IRRI) relationship with the Agricultural Research Institute and has involved a number of activities. These activities have involved researching crops and posting center researchers in Bangladesh to work with local researchers on local problems, regular visits by center staff, training programs at the centers or run by the centers, joint programs of germplasm testing and publications. The outcome of this collaboration has been more food production and probably improved income distribution. Modern varieties of rice and wheat have increased the demand for labor, which benefits the landless laborers who are the poorest group in Bangladesh. Increased food production has reduced the real price of foodgrains, which primarily benefits poorer consumers both in the cities and the countryside

For nearly three decades the Consultative Group on International Agricultural Research (CGIAR) focused its mission on helping developing countries turn agriculture into an engine of pro-poor, sustainable economic growth. Conflicts and natural disasters have often interfered with this mission, and disrupted the long-term work in strengthening human and institutional capacities, establishing more productive cropping systems, and improving the sustainability of farming. Nevertheless, the CGIAR Centers quickly reworked their strategy, partnering with donors, governments, emergency relief agencies, non-governmental organizations and others to ensure that emergency assistance made the best possible use of available knowledge and technology. As soon as they could, they moved on to help the affected countries rebuild their agriculture, as well as human capacity and research infrastructure so critical to long-term recovery. This study first reviews current thinking on the underlying causes of conflicts and disasters, identifying poverty as a major driver of both. Poverty breeds frustration, compelling the poor to turn to violence. History shows that agricultural research is a particularly high-payoff leverage point for stimulating economic growth and poverty reduction. Research is essential for devising preventive approaches, and recovery solutions. The CGIAR Centers will continue to contribute importantly to this endeavor
