This work seeks to place Poland's Solidarity movement in comparative historical and theoretical context. The first step in this endeavor is to formulate a Weberian theory of democracy; an ideal type of modern democracy, distilled from the historically observable pattern of democratic development. Central to this theory is an explanation of how this particular type of political order can be legitimated. Essentially, modern democracy, as manifested in the American and French Revolutions, has been legitimated by the ethos of the natural rights doctrine. This ethos achieved an enduring impact on people's beliefs and conduct in the context of the charismatic communities that emerged during the Revolutions. Subsequently, the essential characteristics of liberal capitalist development--citizenship, representative government, proceduralism and the free market--were institutionalized on the basis of the natural rights doctrine
