Au fil de 18 chapitres remarquablement écrits, Wargny passe à la loupe les travers, les aberrations, les dévoiements, les compromissions qui ont fait de l'île un conglomérat ou un record de pauvreté, de violence et d'injustice. Dans l'atmosphère surchauffée par une extrême promiscuité et un délabrement écologique, le cercle vicieux de la corruption et du dénuement toujours se referme sur les rares irruptions de l'espoir et la vitalité d'un tissus associatif en perpétuelle renaissance. Haïti s'est tôt émancipée du colonialisme. Contre le monde entier. Les élites locales, cupides et cyniques, et celles des deux rivages de l'Atlantique nord l'ont fait replongé dans un autre univers colonial. Sans foi ni loi ni remords. L'oligarchie locale s'est toujours appuyée sur la France et les Etats-Unis pour maintenir ce pays en quarantaine et en coupe réglée, pour l'empêcher d'exister. Depuis 2004, le pays est à nouveau sous la tutelle de l'ONU (la Minustha). Pour combien de temps? Pour le meilleur ou pour le pire? Colonie à perpétuité plongée dans "un surplace existentiel" fait de misère, de violence, de corruption ou de dépendance. Une zone grise, terre de tous les paroxysmes, pour longtemps sous tutelle?
