During the first half of 1977, the Law Enforcement Assistance Administration (leaa) initiated a survey of State laws pertaining to the privacy and security of research and statistical information. Two data collection procedures were employed: a library search of State Statutes, and written inquiries to State Attorneys General and to other State officials. Survey findings are summarized alphabetically by state in three tables: (1) examples of statutes which permit special access by researchers to administrative information, subject to limitations on what the researchers may do with the data; (2) examples of State laws that place restrictions directly on a governmental agency maintaining records, usually restricting the agency's ability to release the information in identifiable form or for certain specified purposes; and (3) examples of statutes providing for researcher "immunity" against forced release of identifiable data. A compendium of relevant State statutes follows. The survey findings are tentative--a number of State legislatures are currently formulating privacy and security legislation and several States indicated that they could not be certain that all relevant State laws had been identified.
