This collection of primary source materials from the National Archives and Records Administration (Washington, DC) humanizes history so that it is real and personal to students. Intended for secondary school history teachers, the collection provides primary source documents, reports, maps, photographs, letters, diaries, posters, and recordings created by those who participated in or witnessed the events of the past. This teaching method exposes students to important historical concepts. Through analysis of primary sources, students confront two essential facts of historical work: (1) the record of historical events reflects the personal, social, political, or economic views of the participants who created the sources; and (2) students bring to the study of the sources their own biases, created by their own personal situations and their social living environments. A benefit of using the primary sources collection is the development of broad cognitive and analytical skills. This second volume of the collection compiles 43 articles. The articles were published in "Social Education" from 1989 to 1998 and similar articles were published in the Organization of American Historians'"Magazine of History,""The Roger Williams Report,""Heritage Education Quarterly," and "Social Studies and the Young Learner." Appended are charts listing types of documents, disciplines and subject areas, themes, and materials which connect with the National Standards for U.S. History, National Standards for World History, and National Standards for Civics and Government. The survey reported in this volume is one of four separate projects for an integrated study of civic education financed by the Danforth Foundation. Visits were made to 83 schools in 27 States selected from a list of 300 nominations. The selected junior and senior high schools were reputed to have promising practices in citizenship education. They represented all geographical areas--inner-city, suburban, and rural--and were located in communities with populations from under 2,000 to more than a million. The first three chapters of this report identify the project team's beliefs concerning contemporary educational challenges, goals for civic education, and methods for approaching these goals. Chapters 4, 5, and 6 include descriptions of school practices, arbitrarily grouped according to the citizenship goals they most strongly exemplify. Chapters 7 through 11 discuss administrative arrangements and other factors that facilitate civic education. Finally, chapter 12 presents a restatement of civic education ideals in the light of the practices observed in the schools. (Mf)

The plea of this bulletin, the second and full revision of The Problems Approach and the Social Studies copyrighted in 1955 and 1960, is for teachers to do more with the reflective method in their classrooms. It draws upon the latest and most pertinent insights distilled from research, theory, and practice associated with reflective thinking; deals with specific whats, whys, how, and whens of problem solving in social studies at the elementary and secondary school levels; and, makes a case for increased use of this inquiry method and type of program organization. Specific suggestions are offered that range from the question-answering stage to full-fledged problem-solving units. Chapter 1 by Maurice P. Hunt and Lawrence E. Metcalf introduces the reader to the theory, philosophy, and psychology of the problems approach. Fannie R. Shaftel, Charlotte Crabtree, and Vivian S. Sherman discuss problem resolution in the elementary school. The third chapter on the junior high school is provided by William E. Gardner. Robert E. Jewett treats the senior high school. Trends in the use of reflective teaching, the subject of chapter 5, have been identified and analyzed by Emily S. Girault. Chapter 6 on teaching resources has been prepared by Jack W. Miller.
