Bush released to Congress and the American public his National Security Strategy, the most detailed and comprehensive statement of how his administration intends to protect the security of the United States in the post-September 11 world. While few have disagreed with the goals of the strategy, a great deal of controversy has arisen about how these goals should be implemented. This innovative paper, written by Senior Fellow Lawrence Korb, an expert with decades of experience on national security issues, lays out the best case for three different ways in which the administration could implement the president's strategy

In the wake of September 11 attacks and the ensuing war on terrorism, the United States began a massive build-up in its defense budget. Military reform : a reference handbook by Winslow T Wheeler( Book )

6 editions published in 2007 in English and held by 160 WorldCat member libraries worldwide

"The book traces the history of various attempts to impose military reform on the American armed forces, from actions of the Continental Congress during the American Revolution up through the present day. Particular focus is placed on the effort of a small group in Congress and the Pentagon in the 1980s (who coined the term "military reform" in the modern context). The authors examine the reforms these actors advocated, variously successful and unsuccessful, to fundamentally alter how the Department of Defense designs and buys hardware and how our armed forces fight. Operations Desert Storm and Iraqi Freedom (and the subsequent insurgency in Iraq) are used to demonstrate what has been reformed in U.S. armed forces and the Department of Defense, and what has not."--book jacket

In 1997, no one in the small town (pop. 100) of Redford, Texas knew that U.S. Marine teams, fully camouflaged and armed with M16 rifles, had been secretly deployed to their section of the border. Farmers like the Hernández family, who lived by the river, went on working their fields and tending to their livestock. On the evening of May 20, 18-year-old Esequiel Hernández Jr. left the house to tend to his family's goats, taking with him, as usual, a .22 rifle to keep away wild dogs. Relative to the average of the 1980's, U.S. government spending on international affairs has fallen nearly 20 percent in real terms and will decline by as much as another 30 percent under budget-balancing plans proposed by the president and Congress. An Independent Task Force convened by the Brookings Institution and the Council on Foreign Relations was asked to assess the consequences of this trend and to make appropriate recommendations. In its Statement, the Task Force concludes that the cuts adversely affect the ability of the United States to protect and promote its economic, diplomatic, and strategic agendas abroad. Unless the trend is reversed, American vital interests will be jeopardized
