This report is a result of a study of available opportunities offered by post secondary institutions to help older persons remain active and involved in their communities. Through interviews of relevant literature, detailed questionnaires sent to over 400 institutions, visits to over 33 institutions, and interviews with personnel, older students, educational groups, and social agencies, the survey evaluated the present programs and revealed the lack of programs to fulfill the needs of older adults. Chapter 1 provides national demographic data with charts on the characteristics of older persons and discusses their adjustment, identity, participation, and fulfillment needs. A roster of the principal characteristics of ongoing programs and brief descriptions of each are presented in Chapter 2. Chapter 3 recommends communication and involvement as two guidelines for planning programs and includes specific considerations (identifying the market, deciding on course content, maximizing accessibility, choosing schedules, opting for various instructional methods, providing supplementary services and financing). Chapter 4 examines the benefits of these programs and recommends indepth evaluations of programs, selected new demonstration projects for "new careers" and "rehabilitation", and dissemination of information and ideas. An evaluation checklist, the academy's board of directors, the surveyed and visited institutions, and an annotated bibliography are appended. (Author/JB)

The possibilities are not limited to formal schooling but include service to public libraries, museums, hospitals, government extension services, and senior centers. It is pointed out that older people can be invaluable in helping to alleviate the problem of illiteracy. One of the chapters provides a set of general guidelines for the development of programs that can make use of the resources older people have to offer which may serve the learning needs of individuals and society at large. Recommendations are offered in this manual for planning, organizing, and financing academic programs for older people, based on the experience of institutions already conducting programs for older students, on current thinking in gerontology, and on knowledge and experience of staff and consultants of the Academy for Educational Development. Three major questions are addressed: (1) Why should a college or university be interested in establishing special programs for older people? (2) What kinds of couses are older people interested in taking, and what kinds of supplemental services do they need? (3) What are the steps that must be taken in planning, operating, and financing such a program? Six program models are described: The Institute for Retired Professionals at the New School for Social Research; Fordham University's College at Sixty; The College of Older Americans at Mercyhurst; Project Elderly at Miami-Dade Community College; Opportunities for Older Adults at Hawkeye Institute of Technology; and Elderhostel at several New England institutions. Suggestions for financing the programs are discussed, and working tools are described, such as marketing instruments, evaluation instruments, financial reports, and newsletters. Ten college and university mergers are discussed to present information about the reasons for such mergers, the process employed to achieve them, and their consequences. The study provides practical information about several mergers that have taken place and suggests guidelines for those who wish to consider merger. A variety of factors contributing to a merger decision are discussed including geographical proximity, complementary programs, a history of cooperative relationships, the drive to coeducation, the desire to strengthen the quality of higher educational service, and complexities of higher education financing. The processes involved in merger are outlined as are the various consequences. Closing as an alternative to merger is presented and five case studies reveal a variety of factors contributing to that decision. "Water, sanitation and hygiene (WASH) practices are essential for maintaining health, yet most countries and donors have not included WASH in national policies and programmes for human immunodeficiency virus (HIV). The World Health Organization (WHO) and the United States Agency for International Development (USAID) have begun to explore how to integrate WASH into HIV programming. In particular, the United States Centers for Disease Control and Prevention developed and studied approaches to providing safe drinking water for people living with HIV. Since 2006, WHO and USAID have supported pioneering applications that have integrated WASH into HIV programmes in three countries--Ethiopia, Malawi and Uganda.
