This action plan for reducing earthquake hazards of existing buildings (Action Plan) was written with the support of the Federal Emergency Management Agency (FEMA), the lead agency responsible for coordinating activities of the National Earthquake Hazards Reduction Program (NEHRP). The Action Plan was developed to fulfill a task identified in the NEHRP Five Year Plan for Fiscal Years 1985-89 that called for the creation of a coherent, comprehensive, and detailed plan for mobilizing federal resources and influence in the support of resolving the existing earthquake hazardous buildings problem. The purpose of this Action Plan is to reduce the potential loss of life and life-threatening injuries in earthquakes
