Birds of Passage presents an unorthodox analysis of migration ion to urban industrial societies from underdeveloped rual areas. It argues that such migrations are a continuing feature of industrial societies and that they are generated by forces inherent in the nature of industrial economies. It explains why conventional economic theory finds such migrations so difficult to comprehend, and challenges a set of older assumptions that supported the view that these migrations were beneficial to both sending and receiving societies. Professor Piore seriously questions whether migration actually relieves population pressure and rural unemployment, and whether it develops skills necessary for the emergence of an industrial labour force in the home country. Furthermore, he criticizes the notion that in the long run migrant labour complements native labour. On the basis of this critique, he develops an alternative theory of the nature of the migration process

Piore traces our difficulties in addressing these issues to the limits of liberal social theory, particularly its sharp distinctions between individuality and community. Why does the United States assign responsibility for different aspects of labor and employment law (e.g., wages and hours, safety and health, collective bargaining, discrimination, etc.) to different agencies, when France, Spain, and their former colonies assign all aspects of labor and employment law to a single agency? Does the US approach, which essentially reduces to "one inspector per law," perform better or worse than the "Latin" model, which implies "one inspector per firm?" And what are the implications for the division of labor in the public sector more generally? Root-Cause Regulation addresses these questions by comparing the evolution of labor market regulation in developed and developing countries over the course of the past century. Differences between labor force skills and the requirements of blue collar jobs are reconciled by means over which the employer, alone or with a labor organization, exercises control. The adjustment model presented in this study recognizes an inplant labor market connected to the external market at a limited number of points. Certain variables--inplant job structure, administrative rules, external labor force size and character, hiring standards, compensation, and procedures for recruiting, screening, and training--form both the major determinant of inplant labor costs and the means of adapting to changing technology and labor supply. Private adjustment mechanisms, mostly training on the job, correct imbalances between needed job skills and labor force characteristics, but they operate at a cost. Federal manpower programs should stress general training in basic mathematical and verbal skills, subsidized inplant training and selection programs, and information exchange among plants.
