E.S. Savas comprehensively examines the evolution and implementation of former New York Mayor Rudolph W. Giulianis aggressive privatization program in the face of a city council generally hostile to privatization. Savas identifies, examines, evaluates, and documents all forms of privatization employed, including contracting, competitive sourcing, divestment, leases, vouchers, franchises, default, withdrawal, and voluntarism. He contrasts these efforts in New York with privatization in several other cities across the country, ranging from Indianapolis to Phoenix. After analyzing the costs and benefitsboth quantitative and qualitativeof New York's privatization program, Savas concludes that significant savings were achieved during Giulianis eight years in office

Teaching children to use computers : a friendly guide by Stephen D Savas( Book )

4 editions published in 1985 in English and held by 232 WorldCat member libraries worldwide

This 10-chapter book is intended to fill a need for a clearly written, easy to follow, introduction to computer programming that teachers or parents can immediately put to use. Its sample programs are designed to capture attention and spark the imagination of children learning to use computers. The first chapter provides such introductory information as to how to communicate with a computer, telling the computer what to do, and using step-by-step instructions. The next nine chapters focus on, respectively: printing on the screen; how to do mathematics on the computer; making the computer ask questions (using the input statement); making decisions on the computer (including creating a mathematics game and a guessing game); making the computer repeat by using loops; animation on the screen; making pictures on the screen using graphics commands; working with words; and creating sounds on the computer and using peripheral equipment. Each chapter includes a list of concepts to stress. Two appendices are included. Since the programs used in the book are written for trs-80 Models I, iii, and iv, the first appendix contains information for users of other microcomputers. The second appendix shows how the 10 chapters can be organized into 24 teaching lessons, each lasting about one hour. (Jn)

The present study investigated the delivery of solid waste collection and disposal service, focusing on the differences in efficiency and effectiveness of the public and private sectors. Six major research tasks were undertaken in the first phase of the project: identification of the prevalence of alternative collection arrangement types, analysis of prevailing solid waste collection practices, analysis of cost components of residential refuse collection, econometric analyses of the relative efficiency of the three main arrangement types (municipal collection, local contract service, and franchised service), efficiency of alternative regulatory schemes for residential solid waste collection, and identification of prevailing service arrangements for solid waste disposal. For the purposes of the study, estimates of true cost were made from a variety of data sources.
