Luxembourg's vocational education and training (VET) is highly differentiated. Apprenticeships and school-based VET coexist. While some features may seem similar to those in other countries, taking a closer look is important to understand national concepts and terms. Luxembourg's education and training system reflects its geographic and socioeconomic context: its small size, the close ties with its neighbours, its multilingual nature and high share of foreign nationals, and the well-established cooperation with social partners. Recently implemented reform has strengthened the links to the labour market and brought about a shift towards competence- based and modular vocational programmes. The implementation of this reform has also revealed weaknesses in the system; evaluation of the reform will provide stakeholders with evidence of a need for further changes. By providing an insight into its main features and highlighting related policy developments and challenges, this short description contributes to better understanding of VET in Luxembourg

An overall policy agenda about vocational education and training in Europe and its links with general education and lifelong learning has been developed to bring together other policy agendas to serve one strategic goal. Education and training are key, with a number of benchmarks set to adapt education and provide better quality of employment. Targets were set for 2010 employment rates and analysis was performed on the labor market, showing a link between level of education and job prospects. To achieve the goals, European Union (eu) member states must encourage young people to stay in education, create equal opportunities for access to education and training, reduce early retirement, and integrate disadvantaged groups into the workforce. Reduction in skills gaps is a goal to meet employment targets as jobs shift away from physical to intellectual labor. Reform of vocational education and training has begun with eu member states being at various stages of reform. Reform needs to be speeded up, participation of key sectors of the workforce in education and training needs to be encouraged, and potential labor shortages in low skill jobs should be monitored. This paper presents an overview of the Equal Opportunities and Vocational Training program of the European Centre for the Development of Vocational Training (cedefop) from its inception in 1977 until 1990. In the first section, the report describes the legislation that spurred the equal opportunities and vocational training program and presents some comparative statistics showing the gains in women's employment for the years 1976-1988. The statistics show that in general, the percentage of women in employment increased from 2 to 12 percent for the various countries of the European Economic Community, although the unemployment rate among women remained higher than that of men in most of the countries. The second section of the report describes the new approaches in the field of vocational training developed by cedefop. It shows that women and girls complete job training in "men's" fields as well as or better than men; however, few women have moved into such jobs. However, continuing training led to changes in activities and skills, positively changing women's attitudes to work and promoting a sense of corporate identity. The section provides a skills profile for equal opportunity counselors, describes training for women entrepreneurs, and describes programs for women in information technology and microelectronics. Finally, the section discusses the difficulty of evaluation of programs for women. In the third section, the report concludes that the vocational training program has been successful in opening up discussion and building bridges in the field of continuing training. The outcomes of a special Eurobarometer survey, carried out in spring 2005, provided for the first time an insight into attitudes and opinions of citizens in the new member states towards lifelong learning. This report provides a detailed analysis of this survey. Taking into account the results of an analogous survey in the EU-15 in 2003, the authors describe major differences or possibly coherences in the perceptions, needs, motivations and preferences of citizens in the new and old member states. The results of the 2005 Eurobarometer survey on lifelong learning show that new member states' citizens are highly conscious about the importance of learning a lifetime, for both economic and social reasons. Results provide evidence that EU policies on lifelong learning gained a foothold in the new member states.
