The Special Committee on Cooperatives met in Ottawa on July 10 and from July 24 to 27, hearing from a total of 46 organizations. The Committee also received more than 60 written documents from the co-operative sector stakeholders. This report provides a summary of that evidence and contains recommendations to the Government of Canada. The report's structure is based on the motion adopted by the House of Commons, and the recommendations to the Government of Canada are presented in the report's conclusion (Chapter V); the report's four other chapters provide background to those recommendations. Chapter I describes the strategic role of co-operatives in the Canadian economy. Chapter II examines the fiscal and monetary issues respecting co-operatives in Canada, while the issue of access to funding for co-operatives is addressed in Chapter III. Chapter IV discusses certain legal issues associated with Canadian co-operatives
