As the first paper in a series of policy papers on high-stakes student assessment programs, this paper examined high school graduation tests. High stakes refers to the use of test results to make important decisions about the test taker. Whether to use a high school graduation test is an essential policy question that will be addressed in a forthcoming paper; how to develop a sound graduation test is the focus of this paper, and most of the material is drawn from the experiences of the seven states participating in the North Central Educational Research Laboratory (ncrel). Brief descriptions of graduation requirements and tests are given. An expert panel employed by the ncrel to help Michigan develop its high school graduation test offers recommendations in the broad categories of (1) content specification, (2) psychometric issues, (3) educational issues, (4) legal issues, (5) policy and administrative issues, and (6) human and financial resources. This paper discusses the relationship of the content of nationally standardized and normed achievement tests and that of local school curricula and the effect that relationship has on the meanings and uses of the test scores. The following questions are considered: (1) whether tests have to match what is taught to be useful; (2) whether it is fair to teachers and students to use tests that include material not taught; (3) whether it is fair to use tests that do not include material that is taught; (4) whether local tests should be used instead of national tests; (5) whether national norms are needed; (6) whether some testing problems can be solved by the use of an item bank; and (7) whether or not it is possible to create a test that is tailor-made (customized) for local curricula and still obtain national norms by embedding nationally calibrated items. Five general issues are considered: inferences that can be made from standardized test scores; the basis upon which standardized achievement tests are considered valid; whether standardized achievement tests measure curricula; what the new technologies can do; and what schools can do. The respective answers to the seven questions are as follows: (1) no; (2) yes, provided the material is part of the target domain; (3) yes; (4) only for purposes where norms are not needed or where local norms (internal comparisons) are sufficient; (5) for most uses of test scores, national norms are the most easily understood and most informative type of norms--however, for some uses such as checking on just what the teachers are teaching, criterion reference scores may suffice; and (6) and (7) yes, in that more than one test can be blended together and put in one booklet--and no, in that unless the local curriculum very closely represents the domain sampled by a nationally normed test, two different tests are needed. Unless a very long test is acceptable, losses in reliability, domain coverage, and validity will ensue. (Rlc)

The Comparative Effectiveness of Different Item Analysis Techniques in Increasing Change Score Reliability by Linda M Crocker( Book )

Four new methods of item analysis were used to select subsets of items which would yield measures of attitude change. The sample consisted of 263 students at Michigan State University who were tested on the Inventory of Beliefs as freshmen and retested on the same instrument as juniors. Item change scores and total change scores were computed for each subject. Responses of half the sample were used for item analyses. The four methods of change item analysis employed were: selection on the basis of high change item score variance; selection on the basis of pretest response frequency; selection on Saupe's correlation between change item score and total change score; and selection on triserial correlation between item change score and total change score. Subsets of 15, 30, 60, and 90 items were chosen by each method. In addition, subsets of equal size were randomly selected. When change score reliability was computed, using the responses of the cross-validation group, all four methods of item analysis resulted in higher change score reliability than did random selection.
