As the first paper in a series of policy papers on high-stakes student assessment programs, this paper examined high school graduation tests. High stakes refers to the use of test results to make important decisions about the test taker. Whether to use a high school graduation test is an essential policy question that will be addressed in a forthcoming paper; how to develop a sound graduation test is the focus of this paper, and most of the material is drawn from the experiences of the seven states participating in the North Central Educational Research Laboratory (ncrel). Brief descriptions of graduation requirements and tests are given. An expert panel employed by the ncrel to help Michigan develop its high school graduation test offers recommendations in the broad categories of (1) content specification, (2) psychometric issues, (3) educational issues, (4) legal issues, (5) policy and administrative issues, and (6) human and financial resources. Some Comments on Criterion-Referenced and Norm-Referenced Achievement Tests by William A Mehrens( Book )

The discussion on criterion-referenced (crt) and norm-referenced achievement tests (nrt) is divided into two parts: definitions and use. The authors contrast CRTs, tests which compare an individual's performance to some specified behavioral criterion of proficiency, and NRTs, tests which compare an individual's score to scores of others. They also state that any test scores must be related to test content; that NRTs also possess content validity; that allegations that standardized test publishers ignore item content in favor of item statistics are inaccurate; and that all achievement tests should be keyed to objectives or to a specified content domain. In deciding which test to use, the authors state that standardized achievement tests sample a broader domain than CRTs and are more likely to help determine the adequacy of a curriculum than CRTs which are tailor made to specific instructional objectives. Crt interpretation is described as useful for assessing mastery learning; for decision making about instructional change; and for use in broad surveys of educational accomplishment. Nrt interpretation is said to be useful for rank ordering of students in specific areas of achievement and for decision making in assessing qualitative factors in addition to mastery. (Mh)
Six Single-Administration Reliability Coefficients for Criterion-Referenced Tests A Comparative Study by Steven M Downing( Book )

Four criterion-referenced reliability coefficicents were compared to the Kuder-Richardson estimates and to each other. The Kuder-Richardson formulas 20 and 21, the Livingston, the Subkoviak and two Huynh coefficients were computed for a random sample of 33 criterion-referenced tests. The Subkoviak coefficient yielded the highest mean value; Huynh's Kappa yielded the lowest. The two Huynh coefficients were highly positively correlated with the Kuder-Richardson 20 and 21 coefficients, and with each other; the Livingston and the Subkoviak indexes were highly correlated with each other. A two-factor principle components analysis suggested that the Subkoviak coefficient measured a test characteristic that differed from the classical internal-consistency coefficients. (Author/CTM)

The "Data Box" is introduced and described as an instructional package having teachers investigate the use of assessment data in a variety of instructional decision-making situations. There are six components: a taxonomy, a set of vigrettes, a document file, a memo pad, an interpretive manual, and an applications manual.
