This revised edition of the book first issued in 1970 and out of print for many years is back just in time for the aftermath of the European revolutions of 1989. Dahl presents four revised essays on the lack of fit between democratic theory and democratic reality. He discusses what democratic government must do to function legitimately; and the persistence of undemocratic authority within a democratic framework. Dahl looks at democracy not from the perspective of ideology alone, but also from a sociological point of view to show that democratic ideals can be and are expressed differently in different situations and cultures. He also introduces the concept of polyarchy, which measures the openness not just of formal electoral politics at the state level, but of an entire society.
