Founded in 1921 as a separate Wharton department, the Industrial Research Unit has a long record of publication and research in the labor market, productivity, union relations, and business report fields. Major Industrial Research Unit studies as published as research projects are completed. This volume is Study no. 46. The industries covered are these six: automobile, aerospace, steel, rubber tire, petroleum, and chemical. Among the major questions explored are: How have these industries responded to the black labor market at hand? What are the key elements affecting black employment and advancement? What real effect has court action had on the problem of assigning blacks their rightful place in the seniority order? This study is based upon individual reports on specific industries first published in the Racial Policies of American Industry series. New, updated material has been added, and the first chapter is designed to give an overview of the several industries discussed. This volume presents results and implications of two studies focusing on methods of selecting foremen and reasons for selection to supervisory posts. The studies were designed to determine what obstacles prevent the upgrading of disadvantaged personnel and whether the disadvantaged could achieve supervisory positions if objective upgrading systems were used. In each case, results of the study had wider implications than expected. The first study involved a detailed field investigation of current supervisor selection procedures in several different types of industries. Part 1 contains the methodology and a lengthy discussion of results, including selection procedures, factors affecting systems used for selecting supervisors, and personal factors and selection criteria. The second study examined and appraised two systems of supervisor upgrading that attempted to select foremen in a more objective manner than is typical. Part 2 describes and compares these two methods--the assessment center method and selection by testing--and concludes that both methods are superior to the usual informal methods. Neither method is obviously superior to the other but the assessment center method is considerably more costly. Part 3 examines the implications of the findings, including the legal implications under the Civil Rights Act of failing to utilize objective systems in selecting supervisors. (Author/JM)

A study to determine the impact of adult basic education programs on the upward mobility of disadvantaged workers is presented. The paper industry was chosen for case analysis because of the nature of the upgrading problems, the vast adjustments required by the Civil Rights Act of 1964, and the fact that these abe programs have been operational for several years. The programs studied were utilized by companies in an attempt to increase the potential for promotion of Negroes who were originally employed for unskilled jobs and consigned to permanent occupation of those jobs. The objective was to improve the educational qualifications of such employees so that they could handle jobs on progression lines or in maintenance. Results were: (1) The abe programs promised more than they could deliver; and (2) The relation of training to promotion was neither brought out carefully beforehand nor demonstrated after the programs were in effect. The following points were also brought out: (1) Relatively few Negro disadvantaged workers completed the courses; (2) Those who completed the courses showed little improvement in arithmetic and virtually none in reading; (3) There was no relationship between the taking of courses, improvement in test scores, and job advancement; (4) The packaged courses disregarded the cultural characteristics of the trainees; (5) Programmed teaching methods were largely unsuccessful; and (6) The particular conditions and incentives were not such as to produce successful literacy training.
