Views about corporal punishment in schools are changing. Some seek a return to accountability, authority, and increased order in schools, while others seek to make schools a sanctuary from social violence, especially violence against children. Local school boards often are criticized as being too lenient or too severe, and more state legislatures are reassessing laws governing corporal punishment. Legal, educational, and social issues surround the use of corporal punishment. Discretion on corporal punishment is usually left up to local school boards, since federal courts and statutes provide little guidance on the subject and states often only give parameters within which schools must operate. This monograph examines the themes that form corporal-punishment policy and the laws that govern its implementation. Part I introduces the major legal, social, and educational themes that surround corporal punishment, and the constitutional challenges to corporal punishment. Part ii offers an approach for analyzing regulatory language. It examines definitional problems and questions that arise concerning separate issues as corporal-punishment policy is codified. Corporal punishment is one option available to many school districts as a disciplinary measure. State law generally regulates the use of corporal punishment, and many states prohibit it while others provide specific guidelines for its use. However, many state legislatures have delegated responsibility for setting corporal-punishment policy to school boards. In this situation, school boards formulate a general policy and pass the decision whether to use corporal punishment on to the principal. This guide is an experiential activity designed to introduce participants to the complex topic of corporal punishment. Through simulation, each player must make several decisions on corporal punishment considering the contradictory forces of policy and politics. The exercise is intended to be engaging and provocative and to invite personal involvement that not only motivates participants but offers a useful common experience concerning corporal punishment. Included in the exercise are the basic scenario, supplementary material, and a detailed strategy to assist discussion leaders. Participants take the role of principal, make decisions concerning corporal punishment, and evaluate each other's judgments. A list of 26 selected readings on corporal punishment is included. (Jpt)
