With mounting costs to American lives and treasure in Iraq, and success there so clearly tied to American staying power and the coherence of U.S. strategy, the Bush administration must sharpen and deepen its commitment to making Iraq a better and safer place. As a first step, the authors argue that the president should set the direction for his administration by making a major foreign policy address to the nation, explaining the importance of seeing the task through, as well as the costs and risks of U.S. engagement in postwar Iraq. Written as a "Chair?s Update" to the Task Force's report in March, Iraq: the day after, this report argues that the absence of a clear vision and strategy to shape Iraq's political landscape has undermined progress in the postwar transition and rebuilding effort, and created uncertainty among Iraqis. In addition, although there is broad public support in many regions for the coalition presence, hostility toward the United States in parts of Iraq threatens to undermine U.S. objectives. The Bush administration should therefore reaffirm its commitment to sustain a large presence of U.S. military forces to ensure stability as long as necessary, even as U.S. officials seek to recruit military forces from other capable states. It should also improve management and operations in the oil industry; share the burden with international partners; and prepare for the next peace stabilization and reconstruction challenge after Iraq

Stalemate has been reached in the war in Afghanistan and the time to begin the political process to end the fighting is now, according to this report. Co-opting the Taliban to join the regime in Kabul is unlikely to bring peace; reconciliation with all the insurgents will eventually require a broader political framework to end the war. International involvement will be necessary, and the withdrawal of the NATO-led International Security Assistance Force will almost certainly be an essential component of a settlement. Enforcing a settlement will most likely require UN peacekeeping troops, and winning the peace will require the active involvement of international institutions and development agencies, particularly the World Bank and Asian Development Bank. Afghanistan stands today at a crossroads. The progress achieved after 6 years of international engagement is under serious threat from resurgent violence, weakening international resolve, mounting regional challenges, and a growing lack of confidence on the part of the Afghan people about the future. The United States and the international community have tried to win the struggle in Afghanistan with too few military forces and insufficient economic aid, and without a clear and consistent comprehensive strategy to fill the power vacuum outside Kabul and to counter the combined challenges of reconstituted Taliban and al-Qaeda forces in Afghanistan and Pakistan, a runaway opium economy, and the stark poverty faced by most Afghans. The authors believe that success in Afghanistan remains a critical national security imperative for the United States and the international community. Achieving that success will require a sustained, multi-year commitment from the United States and a willingness to make the war in Afghanistan -- and the rebuilding of that country -- a higher U.S. foreign policy priority. What should the United States do to address the many obstacles to success in Afghanistan? While the Study Group acknowledges that mistakes have been made, it focuses its attention on the future, analyzing the current situation with a view to what is needed to match strategies with goals and the required resources. After offering its assessment of the current situation in Afghanistan, the Study Group addresses six critical issues to revitalize the U.S. and international effort in that country: international coordination, security, governance and the rule of law, counter-narcotics, economic development and reconstruction, and Afghanistan and its neighbors. In addition to these recommendations, the Study Group offers three overarching recommendations to bring sharper focus and attention to Afghanistan within the U.S. government and the broader international community
