Assar Lindbeck demonstrates how macroeconomic analysis can incorporate a labor market characterized by unemployment. Balancing theoretical insights with lessons drawn from the experience of many countries, Lindbeck examines employment and unemployment against the background of developed market economies during the past century. Using the insider-outsider model of unemployment and incorporating discussions of other approaches for comparison, Lindbeck addresses such questions as why unemployment exists, and how aggregate employment and unemployment are determined; what initial impulses or "shocks" precipitate changes in the levels of aggregate employment and unemployment, and how these are transmitted to the labor market; and how the apparent persistence of unemployment can be explained even when the initial shocks are reversed. Lindbeck draws policy conclusions from this analysis that include power-reducing and enfranchising policies as well as other institutional reforms

"Developing countries, in particular the least developed ones, probably have more to learn from social policies in Europe during the early 20th century than from the elaborate welfare-state arrangements after World War II. In addition to macroeconomic growth and stability, the main ambitions must be to fight human deprivation, including illiteracy, malnutrition, and poor access to water and sanitation; in some cases, also weak, incompetent, and/or corrupt governments. It is also important that informal systems in the fields of transfers and social services are not destroyed when developing countries embark on more formal systems in these fields in the future. The European experience also warns against the creation of social systems that are so generous that disincentives, moral hazard, and receding social norms seriously distort the national economy, including the labor market"

Med mina memoarer syftar jag främst till att förmedla vad jag har lärt under de sex decennier som jag arbetat med samhällsekonomiska frågor - en rapport från en bildningsresa för att använda en pretentiös formulering. Assar Lindbeck har som få andra svenska forskare gjort avtryck i den ekonomisk-politiska debatten. I sin självbiografi berättar han om uppväxten i Norrbotten under trettiotalet och hur faderns fackliga engagemang väckte hans livslånga intresse för sociala frågor. Så påbörjades en enastående internationell karriär inom nationalekonomisk forskning där Assar Lindbeck kom att bli involverad i många viktiga frågor i svensk ekonomi och politik under andra hälften av 1900-talet. Han deltog bland annat i den kontroversiella löntagarfondsdebatten under sjuttiotalet och var ordförande i den s.k. Lindbeckkommissionen under nittiotalet. I mer än två decennier var han aktiv i kommittén för Sveriges Riksbanks pris i ekonomi till Alfred Nobels minne, allmänt kallat Nobelpriset i ekonomi. Assar Lindbeck, född 1930, är verksam som professor vid Institutet för internationell ekonomi vid Stockholms universitet och som senior research fellow vid Institutet för näringslivsforskning. Han arbetar också som konstnär och är medlem av Kungliga vetenskapsakademien och Ingenjörsvetenskapsakademien. Vartannat år delar Nationalekonomiska Föreningen ut en medalj ut i hans namn till en yngre lovande ekonom. [Elib]
