This report presents the situation within the Nordic countries with respect to production and recycling of construction and demolition waste, in particular crushed concrete, in the form of aggregates, and discusses the conditions and requirements relating to environmental impacts for a possible application of the End-of-Waste option in the Waste Framework Directive. If this option is applied, the material may become a product and it will no longer be regulated by waste legislation. Regulation of crushed concrete under product legislation presents a number of challenges, particularly with respect to environmental protection. The report presents and proposes a methodology for the setting of leaching and risk-based criteria to be fulfilled by crushed concrete (and other waste aggregates) in order to obtain End-of-Waste status. It is further recommended to set impact-reducing conditions on the use of materials obtaining End-of-Waste criteria, and not to allow free use. It should be noted that the work described in this report was carried out during the period from 2010 to 2012

In the Nordic countries, most of the reported cases of trafficking in human beings today concern women and girls trafficked for sexual exploitation, but experiences from Europe indicate that human trafficking has increased also in farming, household work, construction, and house building, as well as in begging, shoplifting and thefts. The conference Identification of victims and criminals - why we do not notice them on 30-31 May 2013 in Tallinn, Estonia formed the conclusion of a Nordic-Baltic-Northwest Russian cooperation project. Around 80 participants attended the two-day conference to discuss ways of identifying victims and criminals and to find answer to the question of why we do not notice victims or criminals, even though we now have available to us facts, figures, research and knowledge about human trafficking as a part of international organized crime

Marine mammals hold a special position in the hearts of people inhabiting Nordic Arctic areas and in coastal communities around the North Atlantic Ocean as they are an essential part of the diet and traditional life-style. However, marine mammals are in a particularly vulnerable position as regards environmental pollutants, because of the large fat stores in their bodies which serve as a "magnet" to a large number of persistent and toxic pollutants. A Nordic Council of Ministers supported collaboration between Norway, Denmark/Greenland, Faroe Island, Iceland and Sweden set out to look for possible trends in "new" contaminants in marine mammals in Nordic Arctic waters. The "new" contaminants in focus are the brominated flame retardants including the PBDEs, methoxylated PBDEs, perfluorinated compounds including the PFOS family, and polychlorinated naphthalenes. In addition, a subset of the samples was analysed for brominated dioxins and dibenzofurans. The marine mammals studied were fin whale, minke whale, pilot whale, white-sided dolphins, harbour porpoise, ringed seal and hooded seal. The study aims at giving a wide scope of the presence of these "new" contaminants in marine mammals in recent time and going back to the 1980s using samples from specimen banks
A comparative analysis of taxes and CO₂ emissions from passenger cars in the Nordic countries by Henrik Duer( )

The report discusses how economic instruments can be used to reduce CO2 emissions from passenger cars in the Nordic countries. The analysis indicate that The registration tax and the annual circulation tax can contribute to a reduction in the average CO2 emission from new cars. Company car schemes in the Nordic countries provide incentives for larger cars and increased driving because of subsidies, and this has long term effect as a large share of new cars are registered as company cars but are used as private cars most of their lives. CO2 differentiated taxes can provide incentives to consumers to purchase CO2 efficient cars. Targeted broader packages which besides providing tax incentives also offer advantages to more environmentally friendly cars can be more effective than general tax increases. Transparency of targets and instruments is crucial for a large diffusion of CO2 efficient cars. The use of toxic chemicals in articles is a growing concern for public health and the environment. International trade results in substances being transported among regions. From toys and household items to electronic equipment and automobiles, toxic substances in articles are an increasingly important factor contributing to the global burden of toxic substances. Toxic substances in articles may pose threats at every stage of the product life cycle - production, use, and disposal or recycling. In this report, we consider a factor that is critical for the sound management of substances in articles: the availability of information. At present, there is no global system for provision of information about substances in a wide range of articles. First, the report describes the problem of toxic substances in articles, with detailed case studies of selected examples and considers the advantages that would result from better information management systems. Second, the report considers existing efforts to generate and disseminate information about substances in articles, both regulatory requirements and voluntary initiatives. Third, the report offers suggestions as to the questions and themes that would need to be considered in order to improve management of information about substances in articles

The report focuses on labour market mobility during the period 2000-2006 in four Nordic countries: Denmark, Finland, Norway and Sweden. The purpose is to study rates and determinants of mobility and how differences in the institutional settings in the four countries affect mobility outcomes. Especially, the institutional mix that is contained in the concept "flexicurity" has been in focus. Mobility types studied are: Transitions between labour market statuses. Transitions into and out of atypical employment. Workplace mobility, occupational mobility and mobility between industries. Data used are the Labour Force Surveys (LFS). Their panel structure has been utilized to measure changes in labour market situation after one year. The main conclusion is that the Danish flexicurity nexus leads to high mobility rates on the labour market. However, the study reveals high levels also in Norway. In general, Finland and Sweden shows lower mobility rates than the two other countries

The conference concluded with a Ministerial declaration - The Selfoss Declaration on Sustainable Forestry. The present report describe the results of screening analyses of the occurrence of "new" brominated flame retardants (BFRs) in environmental samples from the Nordic countries. The aim of the screening was to establish whether, and if then to what extent, the non-polybrominated diphenyl eters BFRs are present at detectable levels in the environment. If the substances subjected for screening are found in amounts which are potentially harmful for the environment this will be followed up on national level. The Nordic screening project is run by a project group with representatives from the National Environmental Research Institute, University of Aarhus Denmark, the Finnish Environment Institute, the Environment and Food Agency of Iceland, the Environment Agency of the Faroe Islands, the Norwegian Climate and Pollution Agency and the Swedish Environmental Protection Agency. The project is supported by the Nordic Chemicals Group and the Aquatic Ecosystems Group as well as the participating institutions. The chemical analyses have been carried out jointly by the Norwegian Institute for Air Research (NILU) and the Swedish Environmental Research Institute (IVL)

In the waste water treatment process in sewage treatment plants, sewage sludge is produced as a by-product. The sludge contains nitrogen and phosphorus that originate from the waste water. In addition to these nutrients, sludge also contains micronutrients and organic matter. Many of these substances are required for the production of food and they can be recycled by using sludge as a fertiliser on farm lands. Phosphorus is the nutrient that is of primary interest at present. This is due to the fact that phosphorus is a finite resource that is mined and has various levels of unwanted impurities. In the foreseeable future, there will be a shortage of phosphorus ore with low levels of impurities. Ores with higher levels of impurities may also be used in the production of mineral fertilisers in the future, but it may require that energy demanding cleaning techniques are used. Such a scenario will lead to higher market prices for phosphorus fertilisers, which may have social consequences on a global scale. It is therefore crucial that the available phosphorus is used efficiently, from an economic, environmental and social perspective

Green Public Procurement (GPP) can play a significant a role in efforts to influence the private sector towards more sustainable products and services. Following an account of the environmental impact of Nordic public procurement, the project provides an assessment of the potential of strengthening GPP within three key product groups in Nordic public procurement: Taxi and coach services, Computers and related services, and Cleaning products. The analyses show that compared to traditional regulatory instruments GPP tends to be more soft and dynamic - but also slower and less comprehensive. A decision model for GPP is developed. Two cases illustrate the potential benefits of GPP: Procurement of a new server centre in the City of Copenhagen, and procurement of transportation for disabled and elderly people in the City of Stockholm. Conclusions and recommendations on how to strengthen the benefits of GPP are provided. The study has been initiated and supervised by The Working Group on Environment and Economics under the Nordic Council of Ministries
