This book describes the day-to-day life of students, teachers, administrators and parents in an affluent white school located in Portland, Oregon. It gives an account of the first year of racial integration in the school, 1973-1974, when about thirty students from the black community were bused to and from the school. To describe the process of integration in this school, the city school system is examined. The social and cultural milieu of the school itself, as well as the approach it took to the presence of black children in the classrooms for the first time, are described. The first three days of the school year, with a particular focus on one classroom, are described. Several other classrooms are watched and followed through the fall. The ongoing patterns of interaction in the school are examined and the children are followed until the end of the first semester. The persistent processes during the second semester and the decisions teachers made on promotion and retention during the last days of school are described. The merits and liabilities of the approach the school took toward integration are discussed and the broader implications for social policy and further research endeavors are outlined. This book describes what has happened to one group of young black children in an urban school inside a black community persistently and doggedly contained by surrounding whites. Even beyond the realities of racism, their education was influenced by the pervasive impact of schools in perpetuating the existing inequalities of American society. This then is an account of how one school began to shape the lives and options of one group of black children, and how the children responded at different times with compliance, defiance, or simple withdrawal. The data for this study were gathered in St. Louis between September 1967 and January 1970. Chapter One focuses on the city school system and the school itself, its social and cultural milieu as well as the training, attitudes, and values the teachers brought with them to the various classrooms. Chapters Two and Three describe the kindergarten experience of one group of children, from the first day of school to the last. Chapter Four briefly follows the same group of children and outlines some of the patterns of organization in the first grade that were found to be influenced by the kindergarten year. Entering into second grade, Chapter Five traces the interactions and activities of the same children until the first weeks after their Christmas vacation. This is followed in Chapter Six by a summary of the study as well as a discussion of several alternatives for breaking the cycle of a perpetual creation of winners and losers. (Author/JM0

The basic premise of this book is that the conversation on the future of development needs to shift from a focus on poverty to that of inequality. The poverty emphasis is in an intellectual and political cul de sac. It does not address the fundamental question of why people are poor nor what can be done structurally and institutionally to reduce and eliminate it. The various chapters illustrate in the context of various countries and sectors around the world, the significant contributions that evaluators can make in terms of improvement of the analytical framework, analysis of the performance and results of specific programs and projects, as well as assessing and designing better public management systems in terms of poverty and inequality reduction. Beyond the specific contributions presented, three characteristics characterize those evaluations to be relevant for poverty and inequality analysis: a global-local approach: Global to move beyond disciplinary boundaries and consider cross-cutting issues, local to account for the diversity of countries, sectors, institutions and cultures considered; a problem-solving orientation: The issue evaluated is the core focus and determines the choice of evaluation methods to analyze this issue from a variety of angles; an evolutionary approach: Chapters presented are from iconoclasts who do not have any pre-established theory or school of thought to defend. This is the result of openness of mind and ability to adapt the analytical framework, the evaluation methods, and the interpretation of results in a constant interaction with the stakeholders.
