The sixteen chapters of this completely revised Fifth Edition provide a definitive and detailed survey of all phases of traffic control and highway safety. Three completely new chapters highlight the revision: Street and Highway Safety, Zero Tolerance-Driving Under the Influence, and Speed Management. The focus of the text is still on the police role in accident reduction and selective enforcement, but there is a strong secondary focus on new ideas and innovations likely to be successful in getting drinking drivers off the streets. The text is structured as an expanded course description of a

Arson; a handbook of detection and investigation by Brendan P Battle( Book )

11 editions published between 1954 and 1975 in English and held by 262 WorldCat member libraries worldwide

Developed from law enforcement and insurance case files, this investigator's handbook outlines various types of arson and examines the statutory, crime detection, and evidence-gathering aspects of fire investigation. Characterizing arson as a neglected crime and charting its growth during the last decade, the rest of the text focuses on the legal and forensic aspects of arson law enforcement. Areas covered include common law arson and statewide codes; direct and circumstantial evidence, opinion evidence, the exclusionary rule, and the admissibility of electronic surveillance evidence; overt arson, fire-setting mechanisms, and motive and intent; insurance fires; hate fires including those arising from racial, religious, or landlord-tenant antagonisms; hate bombings; pyromaniacs including juvenile and mentally ill fire-setters; and arson to facilitate such crimes as murder, burglary, and destruction of records. Securing and inspecting the crime scene, interviewing and interrogating witnesses and suspects, pursuing a continuing investigation, and detecting and breaking organized arson rings are also covered. Twelve case studies are also provided, dealing with killer fires, sufficiency of evidence, aggravated arson, search and seizure, expert arsonists, motive, motive and opportunity, pre-Miranda confessions, problems of unfocused investigations, suspicious fires, corpus delicti and identity, and determining the prime suspect. A glossary, references, selected bibliography, and index are included

Police personnel management by Paul B Weston( Book )

3 editions published in 1980 in English and held by 164 WorldCat member libraries worldwide

A reference work for use by personnel managers in police agencies is presented; topics discussed include personnel planning, recruiting, the selection process, basic training, performance appraisal, and labor relations. Police personnel management must find, hire, and keep police employees who can and will work at above-average levels and achieve meaning and satisfaction in so doing. The historical development of police agencies, personnel planning, and equal employment opportunity are highlighted. The job of patrol officer constitutes the core of all police work. The changes in hiring policy include the acceptance on an equal basis of women applicants and increased use of civilians in various specialist capacities. Legislation and case law forbid discrimination in employment; however, ratio hiring and promotion may temporarily produce unequal employment opportunities. The recruiting and the selection process also are described. Several modern developments enlarged recruitment from any target population, including an end to local residence requirements, modification of age, eyesight, and height requirements, and implementation of equal employment opportunity legislation. Applicants' achievement on physical performance and written tests, oral interviews, psychological screening, medical examination, and background investigation are used in the selection process. Also discussed are career development aspects such as basic training, personnel information systems, employee development programs, and employee education. Internal justice administration includes performance appraisal, discipline, and grievances. The topic of employee support and retention covers jobs structure and salary planning, labor relations, collective bargaining, police union contracts, and terminations. Finally future trends in research and development, such as the investigation of adequately measuring police officer effectiveness, are discussed. Photographs, diagrams, charts, an index, and a selected bibliography are provided in the book
