"The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 100 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. "Fishing expeditions" are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction's legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined -- Phase 1 plus Phase 2 -- reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. The OECD Economic Outlook is the OECD's twice-yearly analysis of the major economic trends and prospects for the next two years. Prepared by the OECD Economics Department, the Outlook puts forward a consistent set of projections for output, employment, prices and current balances based on a review of each member country and of the induced effect on each of them on international developments. Coverage is provided for all OECD member countries as well as for selected non-member countries. Each issue includes a general assessment, chapters summarizing developments and providing projections for each individual country, three to five chapters on topics of current interest, and an extensive statistical annex. Subscribers to the print edition also have access to an online edition, published on internet six to eight weeks prior to the release of the print edition, and now available from Issue 1 from 1967 onwwards

The development of information and communication technologies and networks, and in particular that of the Internet, has gone hand-in-hand with the emergence of new types of malevolent actions called cyber-crime: viruses, worms, Trojan horses, and the like. While a number of factors make a strong case for governmental action in the area of information security, there are also important limits to what governments can achieve. This review, the first in a series of risk management policy reviews being conducted by the OECD, identifies areas of good practice in Norway's policies for information security, as well as areas where improvements could be made. For areas that could benefit from improvement, it proposes opportunities for action and, when possible, suggests alternatives.--Cover

This review finds that Canada is composed of three macroregions: a southern ribbon with all the important metropolitan areas, a zone of rural and non-metropolitan adjacent regions and a sub-continent of remote northern territories. Disparities between these macroregions persist and may even be growing. Opportunities for growth are lost because of these imbalances and also because specific regional advantages are not fully tapped. In many regions, weak local governance is hindering the emergence of local grass-roots projects, diffusion of R & D results to SMEs is slow and dialogue between higher education institutions and firms is poor. This report underlines the need for federal agencies and sectoral departments to continuously assess the consistency of their policies with regard to the three macroregions in order to enhance territorial cohesion and better tailor programmes to local conditions. More federal involvement in metropolitan issues notably through negotiated planning could help to institutionalise and strengthen urban policies. This report also emphasises the significant overhauling of rural policies that took place recently. It underlines that in certain areas such as amenities a strategic approach is still to be defined. In the face of rapid population aging and the trend towards early retirement, there is a need to promote better employment opportunities for older people. Much has been said about the need for reform of old-age pensions and early retirement schemes but this may not be sufficient to raise employment rates for older people significantly or to reduce the future risk of labor shortages. Both governments and firms will need to take active measures to adapt wage setting to aging workforces, to address the extent to which other welfare schemes act as pathways to early retirement, to tackle age discrimination and to improve the job skills and working conditions of older workers. In addition, older workers will need to change their own attitudes towards working longer and acquiring new skills. Little is known about what countries have been doing or should be doing in these areas. This report on Denmark is part of a series of 21 OECD country reports intended to fill this gap. It contains a survey of the main barriers to employment for older workers, an assessment of the adequacy and effectiveness of existing measures to overcome these barriers and a set of policy recommendations for further action by the public authorities and social partners.--Publisher summary

The report looks at Japan's policies in the areas of monitoring, preparing for and responding to floods and earthquakes, seeking out and identifying good practices and areas where improvements could be made.
