This report presents findings from a study of arson and current arson investigative methods and needs. The report first presents current arson statistics and critiques studies of the characteristics of arsonists. A major study component was a questionnaire survey of a selected group of leading arson investigators to identify needs in arson investigation. Priority was given to increasing the number and the training of arson investigators, to establishing an automated data system for arson investigation, to conducting scientific research on arson investigation methods, to improving cooperation from insurance companies, and to developing equipment to aid in arson investigation. Equipment of particular importance is an improved flammable vapor detector to help the investigator locate residues of fire accelerants most often used by arsonists. Another study component was a statistical analysis of data on arson, arson arrests, and arson convictions from 108 cities over a 4-year period. The analysis found that cities ranked in the upper third in arson arrest rates had 22 percent fewer arsons per 100,000 population than cities ranked in the bottom third. Cities ranked in the upper third of arson conviction rates had 26 percent fewer arsons. The report concludes with a review of the capabilities and needed improvements in the technical methods of arson investigation. The general purpose of this study was to develop and implement, in close collaboration with parole authorities in various states, improved procedures for parole decisions. A discussion of the general nature of the paroling policy or guideline models sought is presented, with emphasis on providing a means for repeated assessment and revision of policy. This is followed by the general methods used. Two types of guideline models were developed, called sequential and matrix models. The specific guidelines produced with the seven different jurisdictions are presented, utilizing the two general model types. Suggestions for guideline development based on experience in this study are presented, as is a discussion of differing models and of some moral issues that arise from the results of the project. The report is generally addressed to parole board members and others in leadership positions in the criminal justice system. (Ka)
