"The subcommittee continues its investigation of the Federal response to the homeless crisis. In 1984, we held hearings and field investigations in Washington, DC, New York City, Los Angeles, and Phoenix to examine the plight of America's homeless and the Federal response to the crisis. As a result of that investigation, the Committee on Government Operations approved a report which found the Federal Government's aid programs for the homeless to be disorganized and insufficient. Since the report was released last April, almost a year ago, the problem of homelessness in America has worsened. It is beyond emergency proportions now. The homeless have become a permanent underclass of our society. We will hear testimony today that homelessness has increased dramatically in nearly every major city in the United States, and the demand for emergency food and shelter cannot be met"--Page 1
