This book, when it was first published 20 years ago, was received with some reservations since it made a comparative study of legislative processes in the United States at the federal and state levels--an enterprise thought to be not viable given the unique characteristics of each state legislature and the American Congress. Over the last 20 years, however, these reservations have disappeared and there is growing recognition of the value of the comparative study. This fourth edition of the book has been completely rewritten and made concise. Special attention has been given to the growth of the independent influence of the individual member, a recent trend. More important, the structural-functional systems analysis, which provided a theoretical framework for the earlier editions, has been abandoned in favor of an approach that is more effective in helping students understand the operation of the American legislative process.
