This report summarizes the progress made by Georgia Tech in the 2002-2006 period toward high-efficiency, low-cost crystalline silicon solar cells. This program emphasize fundamental and applied research on commercial substrates and manufacturable technologies. A combination of material characterization, device modeling, technology development, and complete cell fabrication were used to accomplish the goals of this program. This report is divided into five sections that summarize our work on i) PECVD SiN-induced defect passivation (Sections 1 and 2); ii) the effect of material inhomogeneity on the performance of mc-Si solar cells (Section 3); iii) a comparison of light-induced degradation in commercially grown Ga- and B-doped Czochralski Si ingots (Section 4); and iv) the understanding of the formation of high-quality thick-film Ag contacts on high sheet-resistance emitters (Section 5)

We analyze the concept and practice of Intranets used in midsize and large enterprises, focusing on their use and impact within research and development (R & D) organizations. We examine the shift from the old concept of business computing to the modern concept of enterprise computing, and consider Intranets-a class of enterprise computing-relative to enterprise computing trends. By analyzing in detail some case studies selected from the literature, on-site visits, and workshop discussions, we then offer three tools to frame the critical issues and provide structure for systematically constructing strategic Intranets specific to a given organization's mission and culture. Arguing that creation of an Intranet that projects an image of a world-class organization demands no less than a world-class enterprise that is strategically enabled through information technology, we then analyze the current U.S. Army Research Laboratory (ARL) Intranet and present a three-step action plan to expedite ARL's movement toward creation of such an Intranet

Accurate, reliable, and timely laboratory assessment of concrete mixtures -- aggregates combined with cementitious materials -- is a critical component in ensuring the durability of concrete infrastructure from the adverse effects of the alkali-silica reaction (ASR). Currently, the "Concrete Prism Test" (ASTM C1293) is the most reliable standard test method for assessing the suitability of materials and materials combinations for resistance to damage by ASR. However, the main drawback of this method is the 1- to 2-year duration required for the test. This research study evaluates a new nonlinear acoustic technique for characterization of ASR damage in standard concrete prism specimens. Nonlinear impact resonance acoustic spectroscopy offers a fast and reliable measurement of the material nonlinearity. Microstructural changes that occur as a result of ASR cause an increase in the measured nonlinearity, which can be used as a measure of the amount of ASR-induced damage. This study evaluates 10 concrete mix designs with varying ASR reactivity. Both standard expansion tests and nonlinearity measurements are performed on the specimens. This report presents the results of those tests to illustrate the utility of the new method as a complementary technique for damage assessment of laboratory concrete prisms specimens

The swerve response of fin- and spin-stabilized projectiles to control mechanism input is sometimes not intuitive and often surprises smart weapon designers. This report seeks to explain the basic parameters that govern swerve of projectiles excited by control input. By modeling the overall effect of any control mechanism as a non-rolling reference frame force or moment applied to the projectile, we obtain general expressions for swerve in terms of basic vehicle parameters. These compact expressions are used to show that maximum swerve response for a fin-stabilized projectile is achieved when the force is applied near the nose of the projectile, while maximum swerve response for a spin-stabilized projectile is achieved when the force is applied near the base of the projectile
A Nonlinear Model Predictive Observer for Smart Projectile Applications by Mark Costello( )

The work reported here presents a nonlinear model predictive observer specialized to smart projectiles. The observer is based on a two-step process consisting of an initial state predictor followed by a state estimate corrector. We generate the predictor state by simply integrating the projectile's fixed plane equations of motion forward in time while the corrector step updates the state estimate by the minimization of the difference between measurements and model-predicted measurements over a finite duration of time in the past. Since the proposed method permits a general nonlinear representation of the projectile, the corrector step requires the solution of a nonlinear minimization problem which is subsequently solved with the use of a damped Newton procedure. The nonlinear model predictive observer is exercised on a smart projectile that employs a typical array of sensors including global positioning system, a three-axis gyroscope, three-axis accelerometers, and a three-axis magnetometer. Results with this smart weapon observer are promising since the observer is capable of estimating the full state of the projectile, including orientation and translational velocity, when realistic noise and bias errors are included in the sensor measurements. Relative to other existing observers, the proposed observer is computationally intensive because of the need to solve a nonlinear minimization problem at each computational cycle of the observer
