The National Environmental Policy Act of 1969 requires an environmental impact statement for any major federal action affecting the human environment. Now many state and local governments require impact statements from state agencies or private agencies. This handbook presents a standardized approach to the development and implementation of policy. Reviewed are requirements and proposals by states and other political subdivisions. Discussed is the content, format, and interpretation of impact statements. Recommended guidelines for preparing impact statements are outlined. Included are descriptions of projects and the existing environment, impacts of/on the environment, alternative strategies, unavoidable adverse impacts, impacts over time, and irreversible/irretrievable commitments. The appendices contain addresses for available guidelines, annotated and selected bibliographies, manuals, and newsletters, a listing of public and private organizations, and a review of interpretation of impact statements in the courts. Educational financing reform: a guide to legislative action by David Listokin( Book )

7 editions published in 1974 in English and held by 211 WorldCat member libraries worldwide

The first part of this document (and Appendix a) focuses on New Jersey as a microcosm of the problems, questions, and issues involved in revising the existing system of how school costs are paid. New Jersey is particularly suited for such analysis because for years it depended heavily on the local school property tax, to an even greater extent than do other States. Additionally, the contrast between the State's wealthy suburban districts versus poor urban areas is especially marked, and its legislature has been ordered to effect financing reform by the Robinson vs. Cahill decision. However, New Jersey is not the only State on the verge of educational reform. Other States have already instigated, or are currently contemplating, changes for the future. Section 2 (Appendix b) summarizes these effected or anticipated modifications in an effort to expand the extensive New Jersey analysis by summarizing the evolution of school financing reform. Section 3 (Appendix c) complements the author's previous analyses by listing some State-professional research reports and other materials especially suited for school funding policy analysis. Funding education: problems, patterns, solutions by David Listokin( Book )

3 editions published in 1972 in English and held by 151 WorldCat member libraries worldwide

This analysis provides an overview of the educational finance problem, particularly as it relates to property tax burdens and equality of education. It also describes some systems of State funding and outlines and evaluates possible solutions to the finance problem. Some of these solutions include (1) increased Federal aid, (2) a local nonproperty tax, (3) regionalization, (4) modification of New Jersey's foundation program, (5) the proposal of the advisory commission on intergovernmental relations, and (6) total State funding. Numerous illustrative charts and tables are provided. Appendixes provide charts that show (1) local tax rates as a function of various funding programs, (2) State costs as a function of various funding programs, and (3) local tax rates as a function of multiple funding options. New Brunswick, New Jersey : the decline and revitalization of urban America by David Listokin( Book )

4 editions published in 2016 in English and held by 62 WorldCat member libraries worldwide

"While many older American cities struggle to remain vibrant, New Brunswick has transformed itself, adapting to new forms of commerce and a changing population, and enjoying a renaissance that has led many experts to cite this New Jersey city as a model for urban redevelopment. Featuring more than 100 remarkable photographs and many maps, New Brunswick, New Jersey explores the history of the city since the sixteenth century, with an emphasis on the dramatic changes of the past few decades. Using oral histories, archival materials, census data, and surveys, authors David Listokin, Dorothea Berkhout, and James W. Hughes illuminate the decision-making and planning process that led to New Brunswick's dramatic revitalization, describing the major redevelopment projects that demonstrate the city's success in capitalizing on funding opportunities. These projects include the momentous decision of Johnson & Johnson to build its world headquarters in the city, the growth of a theater district, the expansion of Rutgers University into the downtown area, and the destruction and rebuilding of public housing. But while the authors highlight the positive effects of the transformation, they also explore the often heated controversies about demolishing older neighborhoods and ask whether new building benefits residents. Shining a light on both the successes and failures in downtown revitalization, they underscore the lessons to be learned for national urban policy, highlighting the value of partnerships, unwavering commitment, and local leadership. Today, New Brunswick's skyline has been dramatically altered by new office buildings, residential towers, medical complexes, and popular cultural centers. This engaging volume explores the challenges facing urban America, while also providing a specific case study of a city's quest to raise its economic fortunes and retool its economy to changing needs.
