International security in practice : the politics of NATO-Russia diplomacy by Vincent Pouliot( Book )

2 editions published in 2010 in English and held by 210 WorldCat member libraries worldwide

"How do once bitter enemies move beyond entrenched rivalry at the diplomatic level? In one of the first attempts to apply practice theory to the study of International Relations, Vincent Pouliot builds on Pierre Bourdieu's sociology to devise a theory of practice of security communities and applies it to post-Cold War security relations between NATO and Russia. Based on dozens of interviews and a thorough analysis of recent history, Pouliot demonstrates that diplomacy has become a normal, though not a self-evident, practice between the two former enemies. He argues that this limited pacification is due to the intense symbolic power struggles that have plagued the relationship ever since NATO began its process of enlargement at the geographical and functional levels. So long as Russia and NATO do not cast each other in the roles that they actually play together, security community development is bound to remain limited"--Provided by publisher
Groundwater and ecosystems by Alper Baba( Book )

5 editions published in 2006 in English and held by 140 WorldCat member libraries worldwide

Groundwater Dependent Ecosystems (GDEs) frequently exhibit rich biological diversity and can provide enormous economic wealth. In recent years, GDEs in many industrialized countries have shown signs of serious degradation, primarily the result of groundwater abstraction and pollution. Many such systems, including a number of well documented cases in Eastern Europe, are no longer sustainable. As a consequence, the conservation and sustainable management of GDEs has emerged as one of the most urgent environmental research priorities of our time. A large percentage of the world's population lives in cities and either depends on, or is affected in some way, by groundwater. Moreover, groundwater has become a very important and complex issue that attracts the interest of many diverse stakeholders. Many problems related to groundwater and ecosystems are shared by countries throughout the world and there is growing recognition that much can be gained by co-operation on an international scale.; This is no time to be complacent and it is critical that key problems be identified, that the potential consequences of these problems be understood, and that the development of solutions begins urgently. Important data gaps must be recognized and filled without delay

Environmental role of wetlands in headwaters by Josef Křeček( Book )

4 editions published in 2006 in English and held by 127 WorldCat member libraries worldwide

Internationally, the wetlands of headwater and upland regions provide many valuable environmental services. This book moves towards a more comprehensive inventory of the benefits and costs of headwater wetlands. It evaluates the research that tries to understand the tolerances, exchanges, checks and balances within headwater landscapes and the downstream impacts of changes in wetlands. It employs case studies and reviews from 21 nations spanning Europe, Africa, Asia and the Americas. It explores the new policy frameworks, changes in land husbandry, new systems for community education, participatory processes and technological interventions required for the effective management of headwater wetlands and the full integration of wetlands (including newly constructed wetlands) into environmental management and planning. In the past, most research dealt with wetlands as isolated features, this book examines wetlands in their watershed management context
Carbon nanotubes : from basic research to nanotechnology by Valentin N Popov( Book )

8 editions published in 2006 in English and held by 126 WorldCat member libraries worldwide

It is about 15 years that the carbon nanotubes have been discovered by Sumio Iijima in a transmission electron microscope. Since that time, these long hollow cylindrical carbon molecules have revealed being remarkable nanostructures for several aspects. They are composed of just one element, Carbon, and are easily produced by several techniques. A nanotube can bend easily but still is very robust. The nanotubes can be manipulated and contacted to external electrodes. Their diameter is in the nanometer range, whereas their length may exceed several micrometers, if not several millimeters. In diameter, the nanotubes behave like molecules with quantized energy levels, while in length, they behave like a crystal with a continuous distribution of momenta. Depending on its exact atomic structure, a single-wall nanotube -that is to say a nanotube composed of just one rolled-up graphene sheet- may be either a metal or a semiconductor. The nanotubes can carry a large electric current, they are also good thermal conductors. It is not surprising, then, that many applications have been proposed for the nanotubes. At the time of writing, one of their most promising applications is their ability to emit electrons when subjected to an external electric field. Carbon nanotubes can do so in normal vacuum conditions with a reasonable voltage threshold, which make them suitable for cold-cathode devices
Fuel cell technologies : state and perspectives by Nigel M Sammes( Book )

5 editions published in 2005 in English and held by 93 WorldCat member libraries worldwide

Fuel Cells have become a potentially highly efficient sustainable source of energy and electricity for an ever-demanding power hungry world. The two main types of fuel cells ripe for commercialisation are the high temperature solid oxide fuel cell (SOFC) and the low temperature polymer electrolyte membrane fuel cell (PEM). The commercial uses of which include, but are not limited to, military, stand-by power, commercial and industrial, and remoter power. However, all aspects of the electricity market are being considered. This book has brought together a team of world-renowned experts in all aspects of fuel cell development for both SOFC and PEM in a workshop environment. The workshop held between June 6-10, 2004 was held in the capital city of the Ukraine, Kiev. The reason for the venue was that Ukraine is the third largest resource of zircon sands, a major source of material for the solid oxide fuel cell. Ukraine is looking at undertaking a very large effort in the solid oxide fuel cell arena, and hopes, one day, to be an international player in this market, and this book is an outcome from the workshop. The book focuses on the issues related to fuel cells, particularly the state-of-the-art internationally, the issues that were of particular interest for getting fuel cells fully commercialized, and advances in fuel cell materials and technology. The focus was on all types of fuel cells, but the emphasis was particularly on solid oxide fuel cells (SOFC), due to their importance to the host country. The book is an essential reference to researchers, academics and industrialists interested in up-to-date information on SOFC and PEM development
Ecotoxicology, ecological risk assessment and multiple stressors by Gerassimos Arapis( Book )

2 editions published in 2006 in English and held by 92 WorldCat member libraries worldwide

The science of ecotoxicology and the practice of ecological risk assessment are evolving rapidly. Ecotoxicology as a subject area came into prominence in the 1960s after the publication of Rachel Carson's book on the impact of pesticides on the environment. The rise of public and scientific concern for the effects of chemical pollutants on the environment in the 1960s and 1970s led to the development of the discipline of ecotoxicology, a science that takes into account the effects of chemicals in the context of ecology. Until the early 1980s, in spite of public concern and interest among scientists, the assessment of ecological risks associated with natural or synthetic pollutants was not considered a priority issue by most government. However, as the years passed, a better understanding of the importance of ecotoxicology emerged and with it, in some countries, the progressive formalization of an ecological risk assessment process. Ecological risk assessment is a conceptual tool for organizing and analyzing data and information to evaluate the likelihood that one or more stressors are causing or will cause adverse ecological effects. Ecological risk assessment allows risk managers to consider available scientific information when selecting a course of action, in addition to other factors that may affect their decision (e. g., social, legal, political, or economic). Ecological risk assessment includes three phases (problem formulation, analysis, and risk characterization)

National counter-terrorism strategies : legal, institutional, and public policy dimensions in the US, UK, France, Turkey and Russia by Robert W Orttung( Book )

3 editions published in 2006 in English and held by 81 WorldCat member libraries worldwide

This publication discusses and compares various reactions to the challenges of mass-scale terrorism. Five countries are at the centre of the research: The United States, Great Britain, France, Turkey and Russia, each of them being a victim of multiple terrorist attacks. This volume is grounded in a conceptual presumption that the countries directly affected by terrorism produce different types of responses. Of course, there is much in common in all five country cases, but the most interesting part of the research exercise is identifying the divergences. Based upon this comparative analysis, th

Radiation and environmental safety in North-West Russia : use of impact assessments and risk estimation by Per Strand( Book )

2 editions published in 2006 in English and held by 57 WorldCat member libraries worldwide

The workshop attracted wide participation from relevant Russian and western organizations. International expertise from several related fields went together to produce a thorough understanding of the present status and how to develop the use of overall risk assessments and environmental impact assessments to ensure a sound use of resources when carrying out the tremendous work that must be carried out to clean up the cold war legacy. Important conclusions and recommendations have been produced and set out in the main report, providing a good basis for further development. Such development should note that safety and environmental performance can be addressed at three levels: compliance-focused; beyond compliance, towards best practice; and continuous improvement. The aim is to progress from a to b and eventually reach c. The levels refer both to operators' performance and regulators' and other stakeholders' expectations
Safety improvements through lessons learned from operational experience in nuclear research facilities by NATO Advanced Research Workshop on Safety Improvements Through Lessons Learned from Operational Experience in Nuclear Research Facilities( Book )

3 editions published in 2006 in English and held by 54 WorldCat member libraries worldwide

For operators of nuclear research facilities, it is of particular importance to investigate minor incidents: indeed, as safety demonstrations are generally based on the presence of several independent "lines of defence", only through attentive investigation of every occurrence, usually minor and of no consequence, can the level of trust placed in each of these defensive lines be confirmed, or the potential risks arising out of a possible weakness in the system be anticipated. The efficiency of the system is based on a rigorous procedure: stringent attention to all incidents, consideration of the potential consequences of the incidents in their most pessimistic scenarios, and promotion of a broad conception of transpositions of the events, in time and space, for experience feedback. This efficiency presumes motivation on the part of all those involved, hence the importance of dissociating from the concept of an "incident" any notion of "error" or "blame" both in internal analysis and in public communications. The nuclear industry has developed some very progressive tools for experience feedback, which could interest also management of other technological risks.; This book presents the proceedings of a NATO Advanced Workshop dedicated to this important matter of concern
The conversion of liquid rocket fuels : risk assessment, technology and treatment options for the conversion of abandoned liquid ballistic missile propellants (fuels and oxidizers) in Azerbaijan by Wolfgang P. W Spyra( Book )

3 editions published in 2004 in English and held by 50 WorldCat member libraries worldwide

"The Conversion of Liquid Rocket Fuels is the first volume to be dedicated to the demilitarization of Azerbaijan. It is the product of an exciting workshop which brought together participants from NATO member countries and partner countries to share ideas and experience. This publication investigates the possible treatment methods for hazardous ballistic missile wastes being stored in Azerbaijan. The uniqueness of this volume lies in its interdisciplinary nature with authors coming from a diverse range of fields and experiences. Topics include risk assessment of hazards, environmental and human toxicology, technological options for chemical disposal, and comparative case studies from similar projects in Moldova and Georgia. Also featured is an introduction to the field of demilitarisation and military conversion, and a cultural analysis of the emerging Republic of Azerbaijan. Those in military or civilian administrative positions who face the task of chemical waste disposal or demilitarization will find The Conversion of Liquid Rocket Fuels especially interesting. This volume brings new experiences and information to the field of environmental studies and war and armed conflict."--Publisher's description

Large-scale victimisation as a potential source of terrorist activities : importance of regaining security in post-conflict societies by NATO Advanced Research Workshop on Large-Scale Victimization Due to Protracted Conflicts as a Potential Source of Terrorist Activities and Regaining Security in Post-Conflict Societies( )

1 edition published in 2006 in English and held by 0 WorldCat member libraries worldwide

This publication presents a subject that is, unfortunately, as significant today as it was two years ago. Sadly, this continuing relevance seems to confirm the views of the German radical pacifist Kurt Tucholsky, who stated in response to the atrocities and sufferings of WWI: ''But men never ever learnt from history, and they will not do so in the future. Hic Rhodus!'' Recent events in Iraq, the Middle East, East Timor or the Democratic Republic of Congo, and possible links regarding issues of terrorism, raise the question what criminological and victimological research offers in assisting to
