Soon after the explosion that killed 260 men on the American battleship Maine, the United States declared war on Spain. And so began what Ambassador John Hay was to describe as "a splendid little war" and Theodore Roosevelt to describe as "not much of a war, but the only one we had." Historians, however, have long since agreed that it was a completely unnecessary war, caused largely by a weak and irresolute president, warmongering newspapers, and a misguided American public that thought it was embarked on a combination crusade and picnic. This would prove to be a tragic error in judgment. When war was declared on Spain in 1898, the United States had no military draft. Yet there were ten volunteers for every military vacancy. For this was a war that the country entered eagerly. It was to begin American hopes of expansion that led it to Cuba, the Philippines, Puerto Rico, Guam, and even to the 'Forbidden City' of Peking during the Boxer Rebellion
