This statement, prompted by an increasing awareness of the critical role played by the electronic media in determining the shape of the economy and the society, makes several recommendations: research, analysis, and experimentation during a period of changing economic and regulatory policies; gradual diminishing of government regulation and increase of competition among technologies; establishment of goals and specific objectives to determine the media's place in a national communications system and to provide the public with a yardstick for measuring performance; and the requirement for greater public participation in shaping the communications system. Contents are organized under the following topics: introduction and summary of recommendations, the public responsibilities of commercial broadcasting, a policy for public broadcasting, the potential of cable, and organizing for change. Also included are memoranda of comment, reservation, or dissent; appendixes (a brief regulatory history of cable television and a table charting the cable regulations in the states); and the objectives of the committee for economic development. Essays by three specialists in different fields comprise this study of the role of the police in urban America. Bernard l. Garmire, Miami chief of police, starts with the theory that it is too much to expect the policeman to function effectively as both crime fighter and community relations expert. He recommends that police departments be divided into separate law enforcement and community service divisions. Psychiatrist Jesse Rubin discusses problems of the recruit who must form his adult identity while attempting to learn the techniques of his profession. Rubin suggests that men be recruited specifically for specialized roles, such as crime fighting or community relations in order to clarify the role expectations of each policeman. A pessimistic view of past community-relations programs is presented by James Q. Wilson, a political scientist. In lieu of community meetings, discussion groups or police human relations training, he offers several specific action proposals. He recommends increased patrol manpower, higher salaries, and the use of short-term recruits to serve on the police force as an alternative to military service. Like the other two authors, he recommends a community-relations unit but warns that such a unit should not be isolated from the rest of the force

This policy statement on job training for the urban poor explores ways of abating poverty, considers current manpower training and employment programs, and makes a number of recommendations for strengthening and improving them. In addition, concern is expressed for increasing the productivity of the national economy by making the labor force as a whole more productive and utilizing it more fully. The paper discusses poverty and employment, evolution of a national manpower policy, and recommended directions for manpower policy. Some of the recommendations are: (1) that special remedial and job training programs continue for the indefinite future; (2) that special attention and possibly major policy changes are required to combat the high rate of unemployment among young people, particularly the disadvantaged; (3) that ways of motivating young blacks and other minority group members to view employment as a source of satisfaction are needed; and (4) that special attention should be given to the provision of more adequate training for those in penal and correctional institutions.
