This book provides a view of community that educators can use to define and build community in their schools. Chapter 1 critiques the traditional view of schools as formal organizations and offers a theory of community as an alternative. Chapter 2 describes a pattern of relationships characteristic of communities, which can be applied to relationships within schools. Examples of community by kinship, community of place, and community of mind are provided in the third chapter. Community building at New York's Central Park East Secondary School and at the Koln-Holweide School in Cologne, Germany, are described. Chapter 4 discusses the need for community and why people willingly accept it. Case studies illustrate the process of becoming a purposeful community in chapter 5. Chapter 6 shows how shared purposes and values are translated into decisions about curriculum content and design, and chapter 7 demonstrates how the power of community can be used to transform current discipline policies into strategies that help build moral character and teach active citizenship. The eighth chapter examines the meaning of professional community, and the ninth chapter describes how Denali School in Fairbanks, Alaska, has built a community of learners. Chapter 10 discusses what is involved when a school becomes a community of leaders, as exemplified by the Jackson-Keller School in San Antonio, Texas. Most would agree that leadership is an important component in improving our schools, yet few are satisfied with leadership practices now in place. In this book, Thomas J. Sergiovanni shows how creating a new leadership practice--one with a moral dimension centered around purpose, values, and beliefs--can transform a school from an organization to a community and inspire the kinds of commitment, devotion, and service that can make our schools great. New leadership, not more leadership is the key to improving schools. Most of this book's 22 chapters were written as background papers that were presented at a national conference on restructuring schooling held at Trinity University in San Antonio, Texas, August 18-21, 1987. Framing the chapters of this book is the notion that if rational management systems and theoretical treatises about promoting school excellence do not take into account the realities of the workplace, they will not bring about sustained improvements in our nation's schools. The four papers which comprise this booklet on supervision are entitled a) Human Resources Supervision; b) The Case for Staff Development; c) The Advisory System and Supervision; and d) Beyond Accountability. The introduction presents previous views of supervision and discusses implications of recent teacher entrenchment. The first paper contrasts human relations supervision with human resources supervision, and discusses motivational theory and job enrichment factors. The second essay strongly advocates staff development activities and proposes a professional growth model involving three components: attitudes, pedagogical skills, and substantive knowledge. The third paper examines the advisory system, which differs from other supervision theories in that it is predicated upon the assumption that teachers are concerned about improving their teaching and will do so given the proper support conditions. This paper lists and defines advisory functions and examines conditions affecting them. The final paper examines the conflict between accountability and improvement/innovation and sketches an evaluation model which is not limited to the dollar expenditure/measurable-results obtained theory of accountability.
