Environmental quality has become a major issue of economic policy. Whereas in the past the environment was treated as a free good with a zero price being attached to it the 1970's have taught us that a variety of different economic uses compete or the environment and that a positive price has to be set for environmental services. In this book we analyze the relationship of environmental quality, environmental policy and international trade. Environmental quality management will redefine comparative advantage of pollution-intensively producing sectors and will affect trade flows, the balance of payments and sectoral structure in industrialized nations as well as in developing countries. Since pollution-intensively producing sectors are also energy-intensive and belong to the so-called basic industries, we can expect that the issue will be of political interest in the next decades
