This study is the outgrowth of an Urban Observatory project which examined the equity implications of financing city government functions at regional and state levels. By compiling and synthesizing data from the intensive study of nine major cities - Atlanta, Boston, Denver, Baltimore, San Diego, Nashville, Milwaukee and both Kansas City's - the authors have been able to closely estimate what would happen to the tax burden of individuals in the central city if state or regional governments assume responsibility for financing city services. Their findings cast serious doubt on the common assumption that tax systems become more progressive at higher levels, and show that, depending on the type of tax used for support of city services, it is not unlikely that such upward shifts in financing would heighten the regressivity of tax structures
