"Progress in the Uruguay Round negotiations, which got under way in 1987 under the auspices of the General Agreement on Tariffs and Trade (GATT), has been tortuous largely because governments are having to address the unfinished business, the neglected issues and grievances, of seven previous rounds of multilateral trade negotiations." "Foremost in that 'unfinished business' has been the need to set about the liberalization of agricultural trade. Also crucial has been the need to restore to the GATT trading system the trade in textiles and clothing between developing and developed countries. Another critical issue has been the need to reform the GATT's provisions for emergency protection against a sudden surge of imports of a particular product. Revision of Article XIX has been on the GATT agenda for twenty years!" "By the late 1960s, it was evident that, in drawing up the GATT in 1946-47, governments did not devise an effective way of coping with the political problems which can arise in particular industries when social 'rigidities' hamper adjustments to changes in their economic environment. Article XIX has simply not been up to the job." "Instead of invoking Article XIX, governments have been sanctioning 'voluntary' export restraints - usually negotiated bilaterally, in secret and 'outside' GATT rules. In a world of euphemisms, these 'informal' safeguard actions are called 'grey area' measures, such is their doubtful legality."
