The book is concerned with policy issues and related analytical problems involved in the evaluation of vocational education. It is based on a study undertaken by the National Planning Association for the U.S. Office of Education and the National Advisory Commission on Vocational Education. An analysis of available information dealing with the policy implications of vocational education is presented in six chapters. National priorities, students and enrollments, and a look at program success indicators and the future are part of the introductory chapter. Chapters 2 through 6 contain detailed discussions of vocational education subtopics related to: the socioeconomic background of students; changing enrollments; career opportunities, manpower projections, and planning; finances and priorities; and evaluations of vocational education. Appended are eight tables of statistical data and a 65-page annotated bibliography. The bibliography contains items dealing with and arranged according to the subject areas covered in chapters 2 through 5. For the majority of research studies and reports listed, a brief abstract describing purposes, procedures, and findings is included. An overview is presented of the many developments affecting occupational choices and training needs in the 1980'S. The study seeks to develop an understanding of the growth rate through 1985 of 123 selected occupations in nonprofessional fields, examines important characteristics of these occupations such as earnings level, educational attainment, and the representation of women and nonwhites, and relates the growth rate and characteristics of the selected occupations to actual and projected enrollments in vocational education programs. These overall findings emerged from the study: (1) About two-thirds of the job openings are expected to arise from the replacement of attrition losses, and only one-third from employment growth; (2) the nation's commitment to equal employment opportunity will result in only modest changes in the occupational distribution for women and somewhat greater changes for nonwhites; (3) the concentration of employment in occupations yielding low incomes is especially marked for women and nonwhites; (4) a sharp decline in the proportion of employed persons with less than 12 years of schooling is expected; (5) there are significant divergences between job openings and vocational enrollments anticipated in the 1980's, and (6) demographic changes will increase the importance of adults with labor force experience as the source of enrollment growth in vocational programs. Written before the congressional deliberations which resulted in changes in the Vocational Education Act, this report makes the recommendations for national priorities of vocational education legislation. The report is in two general sections: (1) a National Planning Association (npa) joint statement entitled "Strengthening Vocational Education in America" and (2) the basic report in six chapters and five statistical tables. The joint statement contains footnoted explanatory or contradictory comments by individual committee members. Chapter 1 provides an overview of current developments in vocational education and briefly discusses alternative issues. A discussion of enrollment changes, program changes, and the need to reach handicapped and disadvantaged students is contained in chapter 2. Economic and educational performance indicators in relation to vocational education programs are discussed in chapter 3. Chapter 4 considers the labor market changes and discusses rural urban differences. Chapter 5 deals with dollar spending as an indicator of priorities, and chapter 6 discusses the grants system tied to specific legislative objectives. (Hd)

This study was undertaken to develop a model early warning system which could anticipate job openings generated in local communities by large Federal procurement contracts. Among the major findings from the cases studied: (1) projections of job openings were possible in all contracts considered, by the use of estimating techniques which are described in the appendix; (2) the number of job openings generated by the awards were sufficient to be given serious weight in local manpower planning; (3) local manpower agencies, generally aware of the likely employment increase, lacked the detailed occupational information and timing of the employment increase to translate this awareness into program planning; (4) such projections can precipitate a common effort by local manpower officials, company personnel, union officials, and others; (5) job openings estimates, while important, are only one ingredient in local planning, which must also include local labor supply indicators. The first appendix, which takes up about half the document, maps in detail the precise data, methodology, and projection techniques used. The second appendix explains the criteria used in the selection of contract awards to be studied, and the third lists data and data sources used. (NH)
