Attorney General Hill's remarks address the question of what freedom, justice, and law mean in the American system of government. Law, in order to endure, must carry the stamp of approval of the community, and must be enforceable uniformly and fairly. Lawbreaking at any level, including the White House (a reference to the Watergate Affair), shakes the foundation of respect for law on which the U.S.A.'s survival depends.
