The crucial assumption underlying many of NATO's policy dilemmas -- MBFR, escalation, burden sharing, and the like -- is the absence of conventional parity with the Warsaw Pact forces. Conventional parity would provide NATO with new and attractive options. The paper argues that NATO's conventional inferiority has occurred because NATO's strategy, force posture, and operating practices do not mesh with each other, whereas the Warsaw Pact's do. Specifically, U.S. and NATO forces are not designed for the stated strategy, are structured on outdated assumptions, and use unnecessarily expensive operating practices. This explains the paradox that while NATO's population, GNP, military budget, and military manpower levels are considerably greater than the Warsaw Pact's, the Warsaw Pact enjoys undisputed conventional superiority

The document considers that an all-volunteer military with the combat effectiveness of a 2.65-million-man draft-induced force would cost only $2.1 to $2.5 billion more yearly, including longevity and retirement. Short-run budgetary phasing-in costs are stated at about $.75 billion--a fraction of earlier estimates. Less training and fewer officers are said to be needed. The Army's distinctive recruitment problem is analyzed separately. Lowest-category men are seen to be always in oversupply, and need no further attraction. The number of U.S. males turning 18 each year has increased sharply since 1964. Selective enlistment bonuses are recommended to offset the Army's recruiting disadvantage. Because of perceived pay and depressed wage levels for entrants, results are insensitive to changes in youth unemployment and supply elasticity. (Author)

This report is the second in a series articulating European air force positions on various tactical airpower issues, juxtaposing them with those of the U.S. Air Force. The first report dealt with comparative command and control and operational doctrine. The present report deals with the broader theme of the contribution of airpower in armored warfare. The belief underlying these studies was that the European position had neither been understood nor given enough attention in this country. The Europeans have worked out an approach to tactical airpower which, while possibly inappropriate for the USAF, may nevertheless be cheaper and more effective than our own for application in Europe. This project examines the effects of alternative operational methods of warfare on the conventional arms requirements of developing countries, using the Republic of Korea and Iran as case studies. It contrasts the weapons required for a strategy of attrition with weapons needed for a 'relational-maneuver' approach. In the former, victory is to be achieved by cumulative destruction by firepower; in the latter, the aim is to dislocate and disrupt the enemy's fighting system as a whole rather than to destroy its single elements. Based on case studies of Korea and Iran, the study concludes that a relational-maneuver approach results in forces which provide a more robust defense with less provocative and less costly, lower-technology weapons.
