Basque terrorism is waning, but Basque nationalism remains powerful. Nationalism in Flanders has brought Belgium to the verge of breakup; a country once centralized, then federal is now merely confederal. France is the great exception, where centralist ideology and practice have greatly inhibited regional nationalism. This paper examines whether it is nationalism, national consciousness, or only assorted miscellaneous fears that unite those who oppose and those who have doubts about European Unions. It argues that elites employing nationalist rhetoric have, in a period of economic downturn, helped to create the climate of doubt in which diffuse fears have flourished, and that the drafters of the Maastricht Treaty misjudged the immensity of the task of creating a (confederal or federal) state from states which are all conscious of long political and cultural histories.--SCAD summary
