Originally written in 1932, but not published at the time, this sociological study of the lower middle classes during the Weimar period also deals with their political ideology. Focuses on white collar organizations, among them the nationalist clerks' association - the DHV (Deutschnationaler Handlungsgehilfen-Verband) - which had adopted a "völkisch" antisemitic ideology since the 1890s. Their publishing house disseminated works by nationalist, antisemitic, and anti-democratic authors, including Theodor Fritsch. German military help to Israel on behalf of the United States was discontinued because it was judged to have an adverse effect on the chances of reunification. But this decision, too, had broader implication. It was taken in an effort to disentangle the Federal Republic from the arms race in the Middle East, from the struggle between Germany's Western allies and the communist powers. The Federal Republic wanted to disengage itself from world politics, just as it had refused to support British policy in Cyprus or to give a token of material support to the U.S. effort in Vietnam. It therefore appears that 'independence' of German foreign policy may mean two very different things. It may be advocated by those who wish the Federal Republic to pursue a more energetic policy of its own (on reunification) but also by those who wish that it avoid 'unpleasant participation in foreign risks' and stay out of political conflicts.
