During the past two decades federal, state, and local school leaders have attempted to institute major changes in educational programs and organizational arrangements. Recent assessment studies reveal that the great majority of change efforts did not meet intended objectives. As a result, policy formulators have developed serious reservations about the ability of school officials to institute successful reforms. This book is designed to help educational officials become more incisive analysts of the process of organizational change. It presents case studies of five rural small school systems located in different regions of the nation that received funding from the federal Experimental Schools Program from 1972 to 1977 to carry out comprehensive change projects, and analyzes each one in depth and from different perspectives. Part I provides ideas and background information needed to identify and examine factors that facilitate or block educational change efforts. Part ii discusses the contexts in which such efforts occur and conditions that can impede or facilitate their development. Part iii analyzes the case studies and considers their implications for those who have a major stake in the process and outcomes of change efforts. Part iv examines ways in which the case study findings call for a revision in existing change frameworks and considers their implications for the improvement of change efforts at both the federal and local levels. The backgrounds, careers, and performance of men and women as elementary school principals were examined to relate sex difference to the functioning of their schools. This report represented the second of several monographs that presented the findings of the national principalship study, "a comprehensive investigation of the role of school principals in public education." Data required for this examination were obtained from a national cross-sample of about 190 elementary school principals in over 40 large school systems. It was emphasized that all findings of this project have reference to group or class, not individual, differences between men and women principals. These sex differences were evaluated, using the following factors for comparison--(1) career decisions and occupational histories, (2) specific reactions to and feelings about work, and (3) job performance and operational characteristics of the respective schools. Many aspects in each of these areas were found to have direct associations with sex differences. Additional research was recommended to expand this study to other school populations, as well as such areas as business and the professions. (Jh)

"The people of Iowa do not possess as good library facilities as do the residents of most of the other states. Iowa farm families are particularly handicapped in this respect. Farmers in other states have more public library service than the farmers of Iowa. Many states with lower standards of living than Iowa's provide better public library service. These conclusions are based on the facts presented in this bulletin and on additional information. Specialists who have surveyed libraries in many states agree with these statements. Many Iowa citizens and educational leaders believe that good libraries, like good schools, should be available to everyone without payment of special fees. The Iowa Agricultural Experiment Station was requested to assemble data comparing the public library services of Iowa with those in other states. This study attempted to isolate factors that inhibit and facilitate the implementation phase of the process of planned organizational change. The study was made of an innovation--the radical redefinition of the role of the teacher--which was introduced into a small elementary school in a lower class urban area. Data collection procedures included nonparticipant observation, informal discussions, formal interviewing, systematic observations of classroom, and self-administered questionnaires. The implementation failed. The report concludes that the extension of theory with respect to the implementation of proposed organizational changes must take into account: (1) Staff resistance as a potential obstacle, (2) the clarity of an innovation, (3) members' capability to perform it, (4) the existence of necessary materials and resources, and (5) the compatibility of organizational conditions with the innovation. In addition, resistance to change may emerge after the introduction of an innovation and can vary over the period of time during which implementation efforts are made. Included are a review of the literature and a bibliography. (Mf)
